Pursuant to due call and notice thereof, a sgecial meeting of
the City Council of the City of Plymouth, innesota was held on the
2nd day of September 1980 . The following members were

Councilmember Schneider introduced the following Resolution and
moved its adoptic:
RESOLUTION N0, 80- 606
APPROVING CONDITIONAL USE PERMIT AND SITE PLAN FOR NORMAN NAFSTAD FOR OAKWOOD
APARTMENTS PHASE II (A-283) 1980
WHEREAS, Norman Nafstad has requested approval of a conditional use permit and
site plan for Oakwood Apartments Phase II located north of 14th Avenue North
at Olive Lane; and,
WHEREAS, the request has been reviewed by the Planning Commission at a duly
called public hearing and recommends its approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request of Norman Nafstad
for site plan approval and conditional use permit approval for Oakwood Apartments
Phase II located north of 14th Avenue North at Olive Lane subject to the follow-
ing conditions:
1. Compliance with the City Engineer's Memorandum for this project.
2. Submittal of required financial guarantee for approved site improvements
termed for 24 months.
3. Submittal of detailed fire protection plans in compliance with City Fire Code
prior to issuance of permits.
4. Compliance with City Ordinance and Policy requirements as to drainage and
curbing of all driving and parking areas.
5. Revision of parking and driving design in the northeast corner of the site to
eliminate the drive connection between the front parking area and the common
driveway to the east; open parking stalls adjacent to the common drive to be
allowed in accordance with Ordinance standards as approved by the City Engineer.
6. The Landscape Policy shall apply to Phase II; however, to provide balance between
the sites of Phase I and Phase II, the petitioner is to work with staff to spread
the landscape materials throughout both phases, with priority to buffering of
existing homes to the south and financal guarantee shall cover both sites.
7. The question of an access easement for Williams Woods shall be resolved before
building permit issuance and the easement shall be large enough to preserve
existing trees as a buffer.
The motion for the adoption of the foregoing Resolution was duly seconded by
CoUncilmember Davenport , and upon vote being taken thereon the
following vote in favor t ereo :F5yor Hunt, Councilmembers Davenport, oyt,
Neils and Davenport
