The following members were present: Mayor Hunt, Councilmembers Daven ort Hot Neils and Schneider The following members were absent: None t** Councilmember Neils introduced the following Resolution and moved its adoption. RESOLUTION NO. 80 - 582 ADOPTING ASSESSMENTS PROJECT 829 - RIDGECREST AREA WHEREAS, pursuant to proper notice duly given as required by law, the Council has met and heard and passed upon all objections to the proposed assessments for the following improvement: 31st Avenue North east of Quaker Lane, Quaker Lane from 28th Avenue North to it terminous, 30th Avenue North from Quaker Lane to Pilgrim Lane, 29th Avenue from Quaker Lane east to its terminous, 28th Avenue from Quaker Lane to Nathan Lane, Pilgrim Lane from 28th Avenue to 32nd Avenue, easement across lots 10 and 18, Auditors Subdivision No. 333, from 29th Avenue North to 31st Avenue by the installation of watermain laterals and trunk facilities, sanitary sewer and trunk facilities, storm sewer, bituminous streets with concrete curb and gutter and all necessary appurtenances. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. Such proposed assessment, a copy of which is attached hereto -and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named therein and each tract of land therein included is hereby found to be benefitted by the proposed improvement in the amount of the assess- ment levied against it. 2. Such assessment shall be payable in equal annual installments extending over a period of 5 years, the first of the installments to be payable on or before the first Monday in January, 1981, and shall bear interest at the rate of 8% per annum from the date of the adoption of this assessment resolution. To the first installment shall be added interest on the entire assessment from the date of this Resolution until December 31, 1981. To each subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at anytime prior to certification of the assessment to the County Finance Director, pay the whole of the assessment on such property with interest accrued to the date of payment, to the City Finance Director, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of this Resolution; and he may at any time there- after, pay the City Finance Director, the entire amount of the assessment remaining unpaid, with interest accrued to December 31, of the year in which such payment is made. The Clerk shall forthwith transmit a certified duplicate of this assessment to the County Finance Director to be extended on the proper tax lists of the County and such assessments shall be collected and paid over in the same manner as other municipal taxes. 5. The total cost of the improvement assessed by this Resolution is: Water Lateral $ 70,834.40 Sanitary Sewer 84,624.28 Storm Sewer 40,422.23 Street 53,861.56 Water and Sewer Services 25,548.68 Water Area 20,890.50 Total Cost $435,181.61 Less Developer Down Payment 52,459.00 Balance Assessed $382,722.61 6.
