Pursuant to due call and notice thereof, a re lar meeting of the City
Council of the City of Plymouth, Mirmmsota, was held on the 21st day of

RESOLUTION NO. 80- 475
SETTING WATER AND SANITARY SEWER AREA AND
RESIDENTIAL EQUIVALENT CONNECTION CHARGES
WHEREAS, the City has obligated itself financ'ally for the construction of sanitary
sewer interceptors, trunks, forcemains and lift stations and water trunk mains,
pumping and storage facilities for the benefit of present and future residents; and
WHEREAS, it has been determined by this Council that the most equitable and reason-
able way of financing said improvements is through a combination of area charge upon
land benefitted by such improvements as well as connection charges for specific uses;
NOW, THEREFOPF, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
that the following water and sanitary sewer area and residential equivalent connec-
tion REC charges be and the same are adopted by the City of Plymouth for all land
deemed to be benefitted from water and/or sanitary sewer facilities which have not
heretofore been assessed for said benefits by the City effective August 1, 1980.
WATER
Area Charges:
Residential Zones - $475 per 1/2 acre or per dwelling unit
Business and Ind. Zones - $1,425 per acre
Residential Equivalent Connection Charges:
Residential Zones - $375 per dwelling unit
Business and Ind. Zones - See NOTE 1 below
SANITARY SEWER
Area Charges:
Residential Zones - $300 per 1/2 acre or per dwelling unit
Business and Ind. Zones - $900 per acre
Residential Equivalent Connection Charges:
Residential Zones - $250 per dwelling unit

AND FURTHER, that the area charges shall -be reviewed and revised each November
commencing in 1981 based upon the change in the EPA Index for Sewer Construction
as published in the Engineering News Record, with the base index being 170.
NOTE 1: Residential Equivalent Connection (REC) charges for business and
industrial zoned land shall be applied to each specific use in deter-
mining that particular uses water and sanitary sewer REC charges based
upon the following: The relationship between the estimated annual demand
(volume) for water and sanitary sewer service based upon one REC being
equivalent to 72,000 gallons of water and 72,000 gallons of sewage flow
per year as projected by the City Engineer for said use.
