Pursuant to due call and notice thereof, a regular meeting of the City

its adoption:
RESOLUTION NO. 80-306
A RESOLUTION REQUESTING HENNEPIN COUNTY TO FUND
THE PHASE TWO LAKE IMPROVEMENT GRANT APPLICATION FOR MEDICINE LAKE
WHEREAS, the City of Plymouth is a member of the Bassett Creek Flood Control
Commission, and

WHEREAS, the Bassett Creek Flood Control Commission is financially supported by
its nine member communities and in the process of carrying out its duties has com-
missioned studies by Barr Engineering Co. in the years 1974, 1975 and 1978 to
study pollution in Medicine Lake, and
WHEREAS, the cost of these studies has been borne by the local communities, and
WHEREAS, it now appears that the adoption of a plan to prevent eutrophication of
the lake must be implemented by other agencies with the capability of funding said
activities, and
WHEREAS, a federal program is available called "Cooperative Agreements for Protecting
and Restoring Publicly -Owned Freshwater Lakes", (40 CFS Part 35, Federal Register,
February 5, 1980), and under such a program upon completion of Phase I diagnostic
study) a Phase II lake improvement grant application may be submitted to the
Environmental Protection Agency and to the Minnesota Pollution Control Agency, and
WHEREAS, the Bassett Creek Flood Control Commission has paid for and completed most
of the work necessary for the Phase I Study and has advised the five municipalities
located within the immediate watershed of Medicine Lake of the need for these
additional funds;
WHEREAS, Hennepin County has included in its budget for the year 1980, $30,000 to
conduct research and studies relating to Medicine Lake, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF PLYMOUTH:
1. Hennepin County is hereby requested to provide funds necessary to complete the
requirements of a diagnostic study (Phase I) as carried out by the Bassett Creek
Flood Control Commission and to fund the preparation of a Phase II grant
application for a lake improvement grant. The application will be prepared
cooperatively by the municipalities in the Medicine Lake watershed and the
Bassett Creek Flood Control Commission.

2. If said current application is approved, it is anticipated that 50 percent
of the costs of the project will be paid by the United States Environmental
Protection Agency, 25 percent will be paid by the State of Minnesota Pollution
Control Agency, and the balance of 25 percent will have to be provided by the
local agencies consisting of the Cities of Plymouth, Minnetonka, Medicine Lake,
New Hope, Golden Valley, Hennepin County and the Hennepin County Park Reserve
District, all of whom are users and directly affected by the quality of water
in Medicine La,'---.
3. The local implementation agency consisting of municipalities in the Medicine
Lake watershed, Hennepin County, the Hennepin County Park Reserve District
and/or the Bassett Creek Flood Control Commission, will be identified during the
preparation of the Phase II gr&nt application.
4. Prior to submittal of the Phase II grant application to the EPA, an agreement
must be reached between Hennepin County, Hennepin County Park Reserve District
and the municipalities in the Medicine Lake Watershed concerning the responsi-
bilities for implementing the improvement program as well as the financial
obligation for each party for the non-federal and non -state portion of the EPA
grant and future costs.
