Pursuant to due call and notice thereof, a regular meeting of
the City Council of the City of Plymouth, Minnesota was heli on the
17th day of March , 19 80. The following members were

Councilmember Schneider introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 80-185
RESOLUTION APPROVING CHANGES IN WEST HENNEPIN HUMAN SERVICES
PLANNING BOARD POLICY AND JOINT POWERS AGREEMENT AND HPPOINTING
CITY COUNCIL LIAISON TO THE BOARD.
WHEREAS, in a letter dated March 7, 1980, the Executive Director of the West Hennepin
Human Services Planning Board recommended that City Councils of member cities of
the West Hennepin Human Services Planning Board adopt a change in attendance policy
for board members, and
WHEREAS, in the same letter a recommended change in Article IV, Section 5 of the
joint powers agreement was also recommended, and
WHEREAS, the West Hennepin Human Services Planning Board has requested that the
Council appoint a liaison from the City Council to that board.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth
that it should and hereby does:
1) Approve the implementation of an attendance policy which provides
that non-attendance at three consecutive West Hennepin Human Services
meetings will result in the removal of board members.
2) That Article IV, Section 5 of the joint powers agreement be amended
to read: "Any Council, however, shall have authority to appoint
and to remove at any time any director approved by such Council."
3) Council Member Patricia Hoyt be appointed as the liaison between the
Plymouth City Council and West Hennepin Human Services Planning Board.
The motion for the adoption of the foregoing Resolution was duly seconded by
Councilmember Ho , and upon vote being taken thereon, the
