Pursuant to due call and notice thereof, a special meeting of the City
Council of the City of Plymouth, Minnesota, was held on a11_ day of
February , 19 80 . The following members were present:

Councilmember Hoyt_ introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 80-129
AUTHORIZING SUBMISSION OF CITY OF PLYMOUTH GRANT APPLICATION TO HENNEPIN COUNTY
FOR INCLUSION IN THE URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION IN ACCORD WITH THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, the City of Plymouth has executed a joint powers agreement with Hennepin
County thereby agreeing to participate in a Grant Application under the Urban
County designation provided for in the Housing and Community Development Act of
1974; and,
WHEREAS, a grant application has been prepared requesting funds to undertake a
community development program, including appropriate citizen participation, goal
establishment and implementation plans and procedures; and,
WHEREAS, the Planning Commission held a public hearing on November 21, 1979,
regarding the expenditure of the Year VI funds for the City of Plymouth and has
recommended several projects for expenditure of said funds; and,
WHEREAS, the City Council has reviewed the recommendations of the Planning
Commission and of the City Staff regarding the proposed activities and program
amounts for Year VI; and,
WHEREAS, the proposed activities and grant amounts were referred to the designat-
ed Planning Area Citizen Advisory Group established by Hennepin County for review
and comment; and,
WHEREAS, the Planning Area III Citizen Advisory Committee has recommended approval
of the program as proposed;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTtIi,
MINNESOTA, that it should and hereby does direct the administrative staff to
prepare and submit the necessary application for the City of Plymouth's Year VI

participation in the Housing and Community Development Plans and Programs for
expenditure on the following projects in the respective propoted dollar amounts:

The motion for the adaption of the foregoing Resolution was duly seconded
