R ESOLUTION A WARDING B IDS AND Q UOTES FOR THE F IRE S TATION 2 AND 3
C ONSTRUCTION AND R ENOVATION P ROJECT (FM210014.001 AND FM210014.002)
WHEREAS, the Fire Station 2 and 3 Construction and Renovation Project was initiated in 2018-2019
with a feasibility study, prepared schematic design plans in 2020 and completed final construction plans in
2021; and
WHEREAS, on December 8, 2020, the City Council authorized the advertisement for bids
and quotes for the Fire Station 2 and 3 Construction and Renovation Project; and
WHEREAS, bids were received, opened and tabulated according to law on January 14, 2021;
and
WHEREAS, a total of 251 bids and quotes were received on the project. Of the 251 bids, there were
zero bids withdrawn by the contractor for calculation errors; and
WHEREAS, the following bids were received, and in compliance with the advertisement:

WHEREAS, RJM Construction (RJM) have reviewed all of the bid documents and determined them to
meet all responsible bidder requirements; and
WHEREAS, the project also identified 17 quote categories which were received, tabulated, reviewed,
and determined them to meet all responsible bidder requirements; and

WHEREAS, there were two alternates for the project as determined by the project team (architect,
RJM and city staff). The project team DOES NOT recommend two alternates at a cost of $203,938; and
Alternate No. 1 – Add to provide Four-Fold doors in lieu of base bid Sectional doors
OH105D, OH105E, and OH105F in Fire Station #2. ($109,490 value)
Alternate No. 2 – Add to provide Calcium Silicate Masonry Units at all indicated field
locations at Fire Station #2 and Fire Station #3 in lieu of base brick-02. Calcium Silicate
banding is base bid for both stations, see Exterior Elevations. ($94,448 value)
WHEREAS, the project is identified in the 2021 – 2030 City’s Capital Improvement Program (CIP). At
the December 8, 2020 City Council meeting, the project total was estimated at $20,063,713; and
WHEREAS, the project construction cost (guaranteed maximum) tabulated and
recommended by the project manager RJM Construction, includes bids, quotes, contingency, and
management fees is $19,218,492; and
WHEREAS, the City will manage the project soft costs which are inclusive of furniture,
fixtures, equipment, consultant fees, special inspections, and contingency is $2,679,406; and
WHEREAS, the overall total project cost is $21,897,898 (inclusive of construction costs, soft
costs, FF&E, and contingencies).
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the bids, quotes, contingency and management fees for the construction of the Fire
Station 2 and 3 Construction and renovation Project of $19,218,492 (RJM guaranteed maximum price) is
accepted and approved.
BE IT FURTHER RESOLVED that the overall total project cost of $21,897,898 is approved and will
be financed utilizing bonds, sales tax exemption reimbursement, capital improvement funds and
reserves.
APPROVED by the City Council on this 26th day of January, 2021.
