The following members were present: Mayor Hunt, Councilmembers Hoyt, Neils and Spaeth The following members were absent: Counci mem er Davenport Councilmember Neils introduced the following Resolution and moved s adoption: RESOLUTION NO. 79-778 APPROVING CONCEPT PLAN OF BASS LAKE RIDGE MPUD PROPOSED BY LARRY LAUKKA LOCATED AT THE NORTHWEST QUADRANT OF THE INTERSECTION OF COUNTY ROAD 10 AND COUNTY ROAD 18 (79070) WHEREAS, Larry Laukka has requested approval of a concept plan of Bass Lake Ridge MPUD on approximately 184 acres located generally at the northwest quadrant of the intersection of County Road 18 and County Road 10; and, WHEREAS, the .Planning Commission has.reviewed said request and recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Plymouth, Minnesota, that it should and hereby does approve the concept plan of Bass Lake Ridge MPUD on approximately 184 acres located 'generally at the northwest quadrant of the intersection of County Road 10 and County Road 18 subject to the following conditions: 1. Maximum approved density shall be 4.2 units per acre, which includes 6 bonus points assigned per Section 9, Subdivision 2 of the Zoning Ordinance (4 for size; 1 for variety of housing types; and i for design efforts), exclusive of wetland areas and regional park land area as verified by the City Engineer. 2. The concept plan shall be modified to include the residentially guided exception areas at the south, west and north portions of the site to assure useability, utility access, and street access completely on Petitioner's property. 3. Phasing and development schedule shall be in accordance with the approved Capital Improvements Plan approved by the City Council. Resolution N 79_778 Page 2 4. Public streets terminating at property lines of the project shall be provided with cul-de-sacs. 5. Compliance with the City Engineer's Memorandum. 6. Land dedication for park and public open space purposes shall be in accordance with established City policy at the time of final platting. 7. Concept plan shall be modified to reflect possible effective uses of the area labeled "condominium" and the area labeled "office/commercial". 8. Prior to preliminary platting, petitioner should coordinate with the Park Department and the Park and Recreation Advisory Commission as to appropriate City trail corridor alignment and design. 9. Prior to final platting, petitioner shall complete the required environmental assessment worksheet review process. 10. Preliminary plans shall include a landscaping and buffering treatment for the residential lots abutting County Road 10 and the commercial area along future Revere Lane. 11. The west entrance on County Road 10 shall be compatible with the entrance of the commercial business area to the south. 12. Stacking distance shall be provided on County Road 10 abutting the single family homes. 13. Trail continuity shall be provided throughout the development from County Road 10 to connect with the regional park. 14. Acceleration and deceleration lanes shall be provided on County Road 10. 15. If additional units beyond those initially proposed are added, they shall be limited to the condominium area and their number shall be conditioned on the approval of the site plan.
