Your water could be discolored throughout this time, but it is more likely on the day crews flush your area. Please avoid doing laundry on that day. If you have discolored water, let your outdoor water faucet run until the water is clear. Page 8 Ehlers Market Commentary March 29, 2011 1st Quarter a Time ai January and February Madness, but March Calmness "January and February Madness" happened during most of 1 st Quarter, 2011. The market was volatile from the first week of January through the last week of February. But in March rates were relatively steady, fluctuating within a narrow range. It may be ironic that the market was steadier while college basketball "March Madness" brackets were being busted! In any event, this change in tone is providing refunding and new money opportunities for some municipal issuers. They can get out on the court while others wait and watch from the bench. The Bond Buyer weekly interest rate indices for the I st quarter of 2011 increased in January and declined during February, while the number of new issues brought to market remained well behind the pace of prior years. The BBI - related to general obligation bonds rated Aa2 or AA and maturing in 20 years - rose 46 basis points (0.46%) over the course of three weeks from a low of 4.95% on January 3rd to a high of 5.41% on January 24th. It declined through the month of February back to 4.95% on the 28th. It decreased slightly over the next few weeks to a low of 4.86% on March 21st, with a slight increase to 4.91% on the 25th. The 10 -year Treasury yield stood at 3.44% at the close of business on Friday, March 25th, compared to recent levels as high as 3.72% on February 8th and as low as 3.21%o on March 16th. The relative moderation in bond market rates the past couple of weeks can also be seen in the Municipal Market Data (MMD) daily index for AAA rated bonds with a I O -Year maturity. Yields in this part of the curve moved up and down slightly from March 11 th through 25th, from a low of 2.90% on March 16 to a high of 3.07% on March 25. Two weeks ago, the markets were affected by concerns about the impact of the earthquake and tsunami disaster in Japan. This led to a "flight to quality' reaction, with many investors purchasing high credit quality, fixed-income securities, e.g., U.S. Treasuries and highly rated municipal bonds. This movement did not sustain momentum despite military action in Libya, the ongoing Japanese nuclear situation and continuing uncertainty about European debt, specifically Portugal. Looking Ahead to the 2 d Quarter The volume of new bond issues sold nationally so far this year is less than $40 billion. That is half of what was sold through this time last year and on track to be the lowest quarter in 11 years. Many market participants have warned that demand for municipal bonds is relatively weak, and that an increase in new issue volume could force rates higher. This has not occurred yet, and new issue volume for the week of March 25 is expected to be very low again. Several sales received more than 10 bids, and in most cases the yields on the bonds were lower than the published MMD indices for the day of sale. This is indicative of strong investor interest in bonds from issuers in our region of the country. EHLERS LEADERS ?N PUBLIC FINANCE www.ehlers-inc.com Page 10 Page 2 Plymouth Parks Et Recreation Adding Quality to Life PARKS MAINTENANCE & FORESTRY DIVISIONS CURRENT PROJECTS: West Medicine Lake Park The concrete abutments for the pedestrian bridge at West Medicine Lake Park are in and ready for the bridge to be set in place. The bridge is on site in the parking lot however due to road restrictions, the contractor is unable to get cranes in to lift it into place. As soon as restrictions are off the Parks Department will begin construction of the paths going up to the bridge and we will coordinate with the contractor to install bridge structure. We hope to have it in place in lune and open to the public. Playgrounds — South Shore Park & Turtle Lake The playground at South Shore Park will be replaced this summer. The old playground will be disassembled, refurbished and sent off to Poland as part of the "Kids Around the World" recycling project. The new playground should be ready for use in July. The Turtle Lake Playground that was burned down last year will also be replaced this summer. Hilde Performance Center As soon as the weather allows, staff will be busy planting and completing the Hilde Phase I project. As well, the Hilde stage will receive a much needed fresh coat of paint. Community Garden The Forestry Department is pursuing an additional community garden site with Plymouth Creek Christian Church located on the southwest corner of Old Rockford Rd. and Vicksburg. The church has ample parking and water available making it a very desirable location. A tentative agreement has been reached with them, some details yet to be determined. We anticipate the opening date of both gardens mid May. The new garden will accommodate the 20-25 residents currently on the waiting list. The City of Plymouth is considering an erosion repair project in this area for approximately 600 feet from the railroad tracks, northerly to a water quality pond.
