The following members were present: Mayor un ouncilmemUers Hoyt, Neils b Spaeth The following members were absent- ounce imember Davenpor Councilmember Spaeth introduced the following Resolution and moved its adoption: RESOLUTION NO. 79 - 536 REQUESTING HENNEPIN COUNTY TO ESTABLISH A COMMITTEE TO INVENTORY AND CONSOLIDATE THE HUMAN SERVICE DELIVERY SYSTEM WHEREAS, on August 20, 1979, the City Council of the City of Plymouth did consider a report from West Hennepin Human Services Planning Council requesting support for the creation and organizational format of the Community Action Agency for Suburban Hennepin County, and WHEREAS, after due consideration of this proposal the City Council voted to withhold support from the development of a Community Action Agency, because the creation of a Community Action Agency will add an additional administrative unit between funding sources and ultimate program recipients, further fragmentize human service delivery system and reduce the percentage of funds available as directly consumable services by increasing administrative costs, and WHEREAS, a reduction in the number of human service agencies delivering services to Suburban Hennepin County residents will increase the effectiveness of human service delivery in the Hennepin County Suburbs; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does request that the Hennepin County Board of Commissioners establish a study task force to inventory the numerous human service agencies within Hennepin County and provide recommendations to the Board for consolidation of agencies, reduction of overlapping or competing agencies and enhance the delivery of human services to target groups within Hennepin County, and FURTHER, that such a task force be composed primarily of appointed and elected Officials from Hennepin County Municipalities utilizing such services. The motion for the adoption of the foregoing Resolution was duly seconded by r_ounc��1� and upon vote being taken thereon, the 0 own vote mn avor t ereo : Mayor Hunt, Councilmembers Hoyt, Neils and Spaeth The following voted against or abstained: None Whereupon the Resolution was declared duly passed and adopted.
