Pursuant to due call and notice thereof, a special meeting of
the City Council of the City of Plymouth, M nnesota was a on the
30th day of Jul 2979 . The following members were

The following members were absent: None
Councilmember Spaeth introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 79-429
AUTHORIZING USE OF PHYSICAL CONSTRAINTS ANALYSIS AS A PLANNING TOOL
WHEREAS, the Physical Constraints Analysis has been prepared by Barton-Aschman
Associates, Inc. at the direction of the City of Plymouth as part of its
Comprehensive Planning update, and
WHEREAS, the Physical Constraints Analysis identifies four categories of
Physical Constraints (slopes, suitability of soils, primary wetlands, and
floodways) and four categories of Preservation Areas (slopes, flood plains,
primary wetlands, and woodlands over 40 acres) which areas are identified
graphically on a series of maps, and
WHEREAS, it is the intent of the City to promote the orderly development
of land in accordance with the various adopted Guide Plans;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA that the Physical Constraints Analysis prepared by
Barton-Aschman Associates, Inc., dated June 2, 1978, is hereby accepted
by the Council for the purpose of assisting the City, landowners, developers
and others in promoting the continued orderly development of the community
in accordance with various adopted Guide Plans.
FURTHER, that all parties interested in orderly development in the community
are encouraged to review the Physical Constraints Analysis to become aware
of possible constraints to the development of certain parcels of land, which
information is meant to promote the appropriate and orderly development of
land as opposed to otherwise hinder or restrict such eevelopment.
BE IT FURTHER RESOLVED that the City and Planning Commission use the Physical
Constraints Analysis as a guide in reviewing development proposals to ensure
that the developers give appropriate recognition to possible physical constraints
as well as other areas suitable for preservation in their developments.
