The following members were . present: Acting Mayor Spaeth, Counci members Davenport, Hoyt and The following members were absent: Mayor Hunt Neils Councilmember Neils introduced the following Resolution and moved is adoption: RESOLUTION 79-347 APPROVING CONCEPT PLAN FOR "AMHURST" RPUD PROPOSED BY BAN CON INCORPORATED (79046) WHEREAS, Ban Con Incorporated has requested concept plan approval for a resi- dential planned unit development to be known as "Amhurst" east of Vicksburg Lane and north of Turtle Lake, on approximately 144 acres and consisting of a mix of single family detached homes and quadraminium homes; and WHEREAS, the Planning Commission has reviewed the concept plan at a duly called public informational hearing and has recommended approval; NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Plymouth, Minnesota, that it should and hereby does approve the concept plan for "Amhurst" RPUD for Ban Con Incorporated subject to the following conditions: 1. Specific public park and open space requirements shall be determined in accordance with area park needs, and City policy giving particular 10 attention to the proposed adjacent development to the south; 2. Any public street penetrating the proposed subdivision and not linked to an existing street should be constructed with a cul-de-sac; 3. Alignment of public utilities to serve this development and the land to be served by utilities adjacent to this development to the south will be located and dedicated right-of-way insofar as practical; the developer's engineers shall meet with the City's engineers to determine the location of these utilities which have been ordered for construction under project 920; 4. Completion of the required environmental assessment worksheet process which may be conducted in conjunction with the proposed development to the south; 5. Alignment of through roadways shall be coordinated wi* " - development to the south; 6. The allowable gross density shall be 2.58 units per acre proposed with a maximum number of units permitted at 371 based upoi, an assign- ment of 6 density bonus points per Section 9, Subdivision 2 (3) of the Toning Ordinance, for project size and for affirmative design efforts toward the preservation and enhancement of desirable natural site characteristics; Resolution # 79-347 Page 2 7. The southerly quadraminium unit shall be replaced with single family dwellings or the area between the quadraminium unit and the single family residential project to the south shall be substantially buffered with berming and landscaping so to provide required LA -1 transition. 8. Wetlands areas shall not be credited for density computation. 9. Final street arrangements shall be conditioned by a showing of reasonable street circulation in an affected area bounded by Vicksburg and Fernbrook Lanes and County Road 9 and future 49th Avenue. 10. There shall be public street access to the park area and public parking. 11. External lots on the north, east and southwest sides of the plat shall be a minimum of 13.500 square feet.
