The following members were nt: Mayor Hunt, Councilmembers Davenport, Hoyt, Neils and Spaeth The ollowing members were absent: None Councilmember Spaeth introduced the following Resolution and moved its adoption: RESOLUTION NO. 79-345 REQUESTING ACCESS ON I-494 AT COUNTY ROAD 15 AND ON HIGHWAY 12 AT PARKER'S LAKE ROAD WHEREAS, County Road 6, County Road 15, Parker's Lake Road and Plymouth Road have been in Plymouth's Thoroughfare Guide Plan since its adoption on Feb. 28, 1972; and WHEREAS, interchanges on Interstate Highway 494 at County Road 6, County Road 15, and 49th Avenue and on Highway 12 at Parker's Lake Road and Plymouth Road have also been in the City's Thoroughfare Guide Plan since its adoption; and WHEREAS, the City of Minnetonka also has an adopted Thoroughfare Guide Plan which includes Parker's Lake Road and Stone Road and interchanges on Inter- state Highway 494 at Stone Road and on Highway 12 at Parker's Lake Road; and WHEREAS, the current traffic problems on Interstate Highway 494 and Highway 55 and at the intersections of Plymouth Road and Highway 12, Parker's Lake Road and Highway 12 require immediate attention to properly resolved; and WHEREAS, major roads in Plymouth have been constructed according to the adopted Thoroughfare Guide Plan contemplating interchanges with Interstate Highway 494 9th Avenue North, County Road 6 and County Road 15, and on Highway 12 at Parker's Lake Road; and WHEREAS, right-of-way is available for an interchange at Interstate Highway 494 and County Road 15; and WHEREAS, major development is now occurring at Parker's Lake Road and Highway 12 and it is necessary to reserve right-of-way for future access to Highway 12; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that approval of access to Interstate Highway 494 and County Road 15 and to Parker's Lake Road at Highway 12 be granted by the appropriate Federal agencies to help relieve the current serious traffic problem and to allow orderly development of property in the area with the minimum amount of public expense. BE IT FURTHER RESOLVED that City Representatives meet with Vice President Mondale, Senators Boschwitz and Durenberger and Congressman Frenzel to seek their assistance in gaining approval of interchange access to Interstate Highway 494 and Highway 12 in conformity with the adopted Thoroughfare Guide Plans of Plymouth and Minnetonka; also, that representatives of the City communicate with appropriate County, Metro- politan and State elected/appointed officials regarding the subject projects. The motion for the adoption of the foregoing Resolution was duly seconded by C �►e mber Hoyt , and upon vote being taken thereon, the o ng voted—in favor thereof: — Mayor Hunt, Councilmembers Davenport, Hoyt, Neils and Spaeth The following voted against or abstained: None Whereupon the Resolution was declared duly passed and adopted. EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF PLYMOUTH, HENNEPIN COUNTY, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Hennepin County, Minnesota, was held at the City Hall in said City on Monday, July 9, 1979, commencing at 7:30 o'clock p.m. The following members were present: Acting Mayor Spaeth, Councilmembers Davenport, Hoyt, and Neils and the following were absent: Mayor Hunt. The Mayor stated that this was the time and place fixed by resolution of this Council, adopted on June 4, 1979, for a public hearing on the proposal that the City undertake and finance a project on behalf of Insilco Corporation (Miles Homes Division) pursuant to Minnesota Statutes, Chapter 474. The Clerk presented affidavits showing publication of the notice of the public hearing at least once not less than fifteen nor more than thirty days prior to the date fixed for hearing in the official newspaper of the City and a newspaper of general circulation in the City. The affidavits were examined, found to be satisfactory and ordered placed on file with the Clerk. The Mayor then opened the meeting for public hearing on the proposed project.
