Pursuant to due call and notice thereof, al
meeting of the City
Council of the City of Plymouth, Minnesota, was he on tFe day of
June 18 , 19 79. The following manbers were present+Fayl—or-Tiunt,
Councilmembers Davenport, Hoyt, Neils and Spaeth
The following members were absent: None ,
Councilmember Neils introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 79-330
AUTHORIZING CITY MANAGER TO RESEARCH AND APPOINT A SECOND CONSULTING ENGINEERING FIRM
WHEREAS, the City of Plymouth has developed comprehensive master plans to guide the
engineering design of private and public improvements to assure that extensions of
the street and utility systems are compatible with those plans for present and
future needs, and
WHEREAS, the City is responsible for orderly growth of these systems to properly
service continuing urban development, much of the extension of the utility and
street systems must necessarily be done through public improvement projects of
a scope requiring the City's use of engineering services from consulting firms; and
WHEREAS, the cost of public improvement projects to property owners and developers
is affected both directly and indirectly by consultants' ability to perform the
required services in a timely manner, as well as with technical competence; and
WHEREAS, under the practice of exclusive use of a single consulting firm, that
firm's capability to perform the necessary engineering services in a timely manner
consistent with the City's needs will inherently be limited by amount of work
assigned or undertaken by the single firm; and
WHEREAS, the City's capability to have required engineering services completed
in a timely manner would be enhanced by the flexibility to assign work to more
than a single firm.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the City Manager is authorized and directed to screen and recommend
for approval by the Council, one or more additional engineering firms to provide
engineering services to the City.
BE IT FURTHER RESOLVED that the Manager's screening criteria shall include:
1. technical competence for the range of service required by the City;
2. potential for conflict between City and private interests;
3. capacity to perform assigned services in a timely manner;
4. track record in performing services in similar circumstances wherein
more than one firm is serving a single community.
The motion for the adoption of the foregoing Resolution was duly seconded by
Councilmember Spaeth, and upon vote being taken thereon, the following voted
in favor thereof: Councilmembers Hoyt, Neils and Spaeth. Mayor Hunt voted nay
and Councilmember Davenport abstained.
Whereupon the 'Resolution was declared duly passed and adopted.
