Pursuant to due call and notice thereof, a regular meeting of
the City Council of the City of Plymouth, Minnesota was held on the
18th day of June , 1979 The following members were
present: Mayor Hunt, Councilmembers venpor-f;Zioyt, Neils and Spaeth
The following nembers were absent: one
Councilmember Neils introduced the following Resolution and
moved its adoption:
RESOLUTION 79- 317
APPROVING RPUD CONCEPT PLAN SUBMITTED BY PFLAUMWELL DEVELOPERS FOR PROPERTY
NORTH OF COUNTY ROAD 9 EAST OF TURTLE LAKE (79026)
WHEREAS, Pflaumwell Developers have submitted a residential planned unit
development concept plan for a 175 acre site north of County Road 9 east of
Turtle Lake, proposing 323 single family detached residential lots; and
WHEREAS, the Planning Commission has reviewed said request at a duly called
public informational meeting and has recommended approval; and
WHEREAS, the Park and Recreation Advisory Commission has also reviewed the
proposal with respect to public park needs;
NOW THEREFORE BE IT HEREBY RESOLVED by the City Council of the City of Plymouth,
Minnesota, that it should and hereby does approve the residential planned unit
development concept plan as proposed by Pflaumwell Developers for property
north of County Road 9 east of Turtle Lake subject to the following conditions:
1. Specific public park and open space requirements shall be determined
in accordance with area park needs, giving particular attention to
the proposed adjacent development to the north;
2. 43rd Ave. N. west of Juneau Lane shall not be included in this de-
velopment as a public street;
3. Any public street penetrating the proposed subdivision not linked to
an existing street shall be constructed with a cul-de-sac;
4. Westerly street access to County Road 9 shall be aligned opposite the
street access to outlot A, Plymouth Hills Addition and the easterly
access to County Road 9 shall aligned in such a manner to serve the
undeveloped property to the south;
5. Alignment of putlic utilities to serve this development and the land
yet to be served by utilities adjacent to this development to the north
shall be located and dedicated right-of-way insofar as practical; the
developers' engineers shall meet with the City's engineers to determine
the location of these utilities which have been ordered for construction
under project #920;

6. The lotting layout and resulting development density shall be based upon
the determination of (1) the area needed for public park and/or trail
purposes; and (2) the detailed review of any severe physical constraints
on the development of this land;
7. Completion of the required Environmental Assessment Worksheet process
which may be conducted in conjunction with the proposed development
to the north;
8. Preliminary plat shall consider a 36 foot internal collection from
County Road 9 to the northern boundary of the plat without perpen-
dicular intersections.
The motion for the adoption of the foregoing Resolution was duly seconded
