RESOLUTION NO. 79-118
AUTHORIZING SUBMISSION OF CITY OF PLYMOUTH GRANT APPLICATION TO HENNEPIN COUNTY
FOR INCLUSION IN THE URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT APPLI-
CATION IN ACCORD WITH THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, the City of Plymouth has executed a joint powers agreement with Hennepin
County thereby agreeing to participate in a GrAnt Application under the Urban
County designation provided for in the Housing and Community Development Act of 1974;
and
WHEREAS, a grant application has been prepared requesting funds to undertake a
community development program, including appropriate citizen participation, goal
establishment and implementation plans and procedures; and
WHEREAS, the Planning Commission has held two public hearings on December 20, 1978
and January 3, 1979 regarding the expenditure of the Year V funds for the City of
Plymouth and has recommended several projects for expenditure of said funds; and
WHEREAS, the City Council has reviewed the recommendations of the Planning Commission
and of the City Staff regarding the proposed activities and program amounts for the
Year V; and
WHEREAS, the proposed activities and grant amounts were referred to the designated
Planning Area Citizen Advisory Group established by Hennepin County for review and
comment; and
WHEREAS, the Planning Area III Citizen Advisory Committee has recommended approval
of the program as proposed;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that it should, and hereby does, direct the administrative staff to
prepare and submit the necessary application for the City of Plymouth's Year V

participation in the Housing and ComnunityDevelopment Plans and Programs for
expenditure on the following projects in the respective proposed dollar amounts:
ACTIVITY PROGRAM AMOUNT
1. Comprehensive Planning $ 20,000
2. Direct Benefit Program for Low/Moderate Income 75,000
Housing Assistance -- Land Write-down
3. HRA Rehabilitation Program 30,000
TOTAL $125,000
