Pursuant to due call and notice thereof, a Special meeting of
the City Council of the City of Plymouth, Minnesota was held on the
29th day of January , 19 79 The following members were

Councilmember Spaeth introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 79- 62
AUTHORIZING SUBMISSION OF CITY OF PLYMOUTH PROPOSED YEAR V COMMUNITY DEVELOPMENT
BLOCK GRANT ACTIVITIES AND PROGRAM AMOUNTS TO THE PLANNING AREA CITIZEN ADVISORY GROUP - 3
IN ACCORD WITH THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, the City of Plymouth has executed a joint powers agreement with Hennepin
County thereby agreeing to participate in a Grant Application under the Urban County
designation provided for in the Housing and Community Development Act of 1974; and
WHEREAS, a grant application is being prepared requesting funds to undertake a commun-
ity development program, including appropriate citizen participation, goal establish-
ment and implementation plans and procedures; and
WHEREAS, the Planning Commission has held two public hearings on December 20, 1978
and January 3, 1979 regarding the expenditure of the Year V funds for the City of
Plymouth and has recommended several projects for expenditure of said funds; and
WHEREAS, the City Council has reviewed the recommendations of the Planning Commission
and of the City Staff regarding the proposed activities and program amounts for the
Year V; and
WHEREAS, current procedural regulations require that the proposed activities and grant
amounts be referred to the designated Planning Area Citizen Advisory Group established
by Hennepin County for review and comment;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that it shouldand hereby does, direct the administrative staff to forward
to the Planning Area Citizen Advisory Committee the following activities and respective
proposed dollar amounts for the Year V entitlement period:
ACTIVITY
1. Comprehensive Planning
PROGRAM AMOUNT
20,000
2. Direct Benefit Program for Low/Moderate Income
Housing Assistance -- Land Write-down 75,000
3. HRA Rehabilitation Program 30,000
TOTAL $125,000
The motion for the adoption of the foregoing Resolution was duly seconded by
