R ESOLUTION N O. 2020-348
R ESOLUTION A PPROVING L IQUOR L ICENSE F EE R EBATE G RANT P ROGRAM
AND 2021 L ICENSE F EE P AYMENT P LAN
WHEREAS, in response to the COVID-19 pandemic, on March 17, 2020 the State of Minnesota
ordered all bars and restaurants to close as gathering places; and;
WHEREAS, the City issued a rebate grant equal to two months of the annual license fee amount in
May 2020; and
WHEREAS, in response to the COVID-19 pandemic, November 21, 2020 the State of Minnesota again
ordered all bars and restaurants to close as gathering places; and
WHEREAS; the City of Plymouth wishes to offer a grant program for local bars and restaurants to
relieve expenses associated with the costs of business interruption caused by required closures because of
the COVID-19 pandemic; and
WHEREAS, On-Sale and Sunday sales, On-Sale Club, Wine and 3.2 Beer, and Bewery Taproom
licensees will be beneficiaries of the program;
WHEREAS, licensees will receive a second payment for a total equal to 50% of the annual 2020
license fee.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the 2020 Liquor Fee License Rebate Grant Program is authorized to make payments to
licensees.
BE IT FURTHER RESOLVED that Council authorizes assistance for the 2021 license fees for the above
classifications by allowing licensees to pay the license fees with four equal payments in January, April, July,
and October. If payment isn’t made on schedule, the remainder of the license fee will be due.
BE IT FURTHER RESOLVED that licensees at any time during 2021 can pay the balance of liquor
license fees.
