R ESOLUTION N O. 2020-331
R ESOLUTION A PPROVING 2021 C OMPENSATION AND
C LASSIFICATION P LAN FOR N ON-R EPRESENTED E MPLOYEES
WHEREAS, the classification and compensation plan has been updated to align with
the 2021 budget which has been submitted to the City Council for review and approval; and
WHEREAS, the proposed 2021 pay plan reflects a 2% general pay increase for non-
union staff;
WHEREAS, staff recommends that a post-employment VEBA account be established
for city manager and director wages that exceed the salary cap;
WHEREAS, non-represented police and fire personnel are required to wear and
maintain uniforms; and
WHEREAS, the proposed pay plan and policy changes have been funded under the
appropriate line items in the 2021 budget as presented to the City Council.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY TH CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that:
1. Effective December 26, 2020, approve the attached 2021 Classification and
Compensation Plan which reflects a 2% general pay increase for non-union
employees, including the city manager. Approve a “me too” clause for non-union
staff that will take effect if settled labor agreements reflect a 2021 general pay
increase that is more than 2%. Approve 2021 health and dental insurance
contributions levels for non-union employees, as recommended.
2. Authorize staff to calculate the city manager’s salary using the prior year’s total
compensation figure rather than the salary cap for 2021 and beyond. For 2020
and beyond, authorize the creation of a post-employment VEBA deposit account
for city manager and director wages that exceed that salary cap. Authorize staff
to transfer 96.04 hours from the city manager’s post-employment annual leave
account to the new post-employment VEBA account at his current rate of pay.
3. Authorize payment to employees who lost more than 10 hours of annual leave or
vacation between March 1 and October 16. If any employee exceeds the salary cap
due to this payout, the city will place the funds above the salary cap in a post-
employment VEBA account. Employees who lost 10 or fewer hours will be allowed
to take time off for the hours lost.
4. Approve an annual clothing allowance of $1,050 for 2021 for regular sworn non-
union police and fire personnel.
5. Approve the following changes in the city’s 2021 staffing levels:

6. Direct the city manager to proceed with the ongoing implementation and
maintenance of the compensation plan and its components.
