Home My WebLink AboutCity Council Minutes 11-24-2020 SpecialAdopted Minutes Special Council Meeting November 24, 2020 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. on November 24, 2020. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom. (Entire Council participated remotely per State Statute 13D.021). ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Community Development Director Juetten, Deputy Director of Park and Recreation Northway, Public Safety Director Goldstein, Deputy Police Chief Fadden, City Engineer LaBounty, Public Works Director Thompson, Parks and Recreation Director Evans, Assistant City Engineer Payne, and City Clerk Engdahl. Construction Contracting Discussion Public Works Director Thompson provided a presentation to the Council regarding the contractor selection process and details for construction contracts. Matt Thompson, a local contractor, provided a contractor's perspective on the bidding and contractor selection processes, and the monitoring of the work performed by the contractor in relation to incentives and deadlines. One project in particular that the Council discussed where there were a number of concerns was the Vicksburg Lane pavement reclamation project. Council provided direction to staff to continue with the low bidder option and give contractors flexibility with some aspects of the contract. Future Study Sessions The following study sessions were scheduled: • December 1 at 5:00 p.m. — added to the agenda 2021 Legislative Priorities and miscellaneous 2020 budget item updates • January 26 at 5:30 p.m. - City Center 2.0 • February 9 at 5:30 p.m. - solar options for City facilities • February 23 at 5:30 p.m. - intersection of Comstock Lane North and Schmidt Lake Road Adopted Minutes 1 of 2 Special Meeting of November 24, 2020 Adjournment Mayor Wosje adjourned the meeting at 6:53 p.m. AM A andra R.
