HomeMy WebLinkAboutCity Council Minutes 12-01-2020 SpecialAdopted Minutes Special Council Meeting December 1, 2020 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. on December 1, 2020. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom. (Entire Council participated remotely per State Statute 13D.021). ABSENT. None. STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Community Development Director Juetten, Deputy Director of Park and Recreation Northway, Public Safety Director Goldstein, Deputy Police Chief Fadden, Parks and Recreation Director Evans, Fire Chief Coppa, Economic Development Manager Parr, and City Clerk Engdahl. Board and Commission Interviews Council conducted interviews for boards and commissions. Motion was made by Councilmember Carroll, and seconded by Councilmember Willis, to appoint applicant No. 6 to the Park and Recreation Advisory Commission. With McGregor, Davis, Prom, Roehl voting no, and Carroll, Wosje, and Willis voting yes, the motion failed. Motion was made by Councilmember Carroll, and seconded by Councilmember Willis, to appoint applicant No. 15 to the Park and Recreation Advisory Commission. With all members voting in favor, the motion carried. Council directed staff to prepare a resolution approving appointments to boards and commissions for the December 8 Council meeting agenda. Council Coordinating Representatives for 2021 Council discussed Council Coordinating Representatives for 2021 and directed staff to prepare a resolution approving the appointments for the December 8 Council meeting agenda. Deputy Mayor for 2021 Council directed staff to prepare a resolution designating Councilmember Roehl as Deputy Mayor for 2021 for the December 8 Council meeting agenda. Adopted Minutes 1 of 2 Special Meeting of December 1, 2020 Legislative Priorities for 2021 Council discussed legislative priorities for 2021. Formal adoption of these priorities will be on the December 8 Council meeting agenda. Miscellaneous 2020 Budget Items City Manager Callister reported on a couple 2020 budget items (refund of portion of liquor license fees for on -sale establishments and consideration for employees who lost vacation time due to the pandemic). Council directed staff to place these items on the December 8 Council meeting agenda. Some members of the Council suggested freezing utility fees in 2021. This item will also be discussed at the December 8 Council meeting. City Manager Callister suggested the Council have a strategic session when it's safe to do so in person. The majority of the Council supported this. Future Study Sessions No study sessions were scheduled. Adjournment Mayor Wosje adjourned the meeting at 8:05 p.m. andra R.
