Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Plymouth, Minnesota, was held on t 2nd,day of
October , 19 78. The following members were present: _Mayor unt,
Councilmembers Ho_vt, Neils, Seibold and Spaeth

Mayor Hunt introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 78-646
AUTHORIZING PARTICIPATION IN HIGHWAY #12 CORRIDOR TASK FORCES
WHEREAS, the Plymouth City Council recognizes the necessity to upgrade Highway 12
to better serve the needs of the citizens, and
WHEREAS, the Plymouth City Council is committed to and supports an improvement
program for Highway lc^, and
WHEREAS, Highway 12 crosses the borders of Golden Valley, Minnetonka, Minneapolis,
St. Louis Park and Wayzata, and
WHEREAS, this creates the need for communities to meet to work cooperatively to
identify improvements to Highway 12 that would be to their common benefit, and
WHEREAS, the Mayors of these communities have met to share their ideas about
the needs for Highway 12, and
WHEREAS, further cooperation could best be facilitated through establishment
of joint community task forces, and
WHEREAS, the Minnesota Department of Transportation (MN/DOT) has agreed to pro-
vide assistance to such task forces and encourages such efforts to provide its
input in preparation of the final environmental impact statement on its request
for Federal Interstate Freeway Funds to upgrade Highway 12, and
WHEREAS, such task forces will not be decision-making bodies, but rather each
community's representatives will be responsible for reporting back to their
respective City Councils who shall retain full authority for committing their
communities relative to improvement of Highway 12;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that it approves participation in:
1. A task force to study the area from Penn Avenue to Zarthan Avenue to be
composed of representatives of Minneapolis, Minneapolis Park Board,
Golden Valley and St. Louis Park, consisting of two representatives
from each agency.
2. A task force to study the area west of Zarthan to and including Winnetka
to be composed of representatives from Golden Valley and St. Louis Park,
consisting of two representatives from each city.

3. A task force to study the interchange and service roads for the County
Road 18 interchange west of Winnetka to County Road 73, to be composed
of representatives from Plymouth, Minnetonka, St. Louis Park and Golden
Valley, consisting of two representatives from each city.
4. A task force to study the area west of County Road 73 to Wayzata, to be
composed of representatives of Minnetonka, Plymouth and Wayzata, consisting
of two representatives from each city.
BE IT FURTHER RESOLVED that the Mayor and Councilmember Spaeth be appointed as
the Plymouth representatives to the appropriate task forces and that these
representatives will keep the Council informed and advised of the task forces'
efforts and progress.
The motion for the adoption of the foregoing Resolution was duly seconded
