HomeMy WebLinkAboutCity Council Resolution 2020-313 C ITY OF P LYMOUTH R ESOLUTION N O. 2020-313 R ESOLUTION A PPROVING S ITE P LAN A MENDMENT AND V ARIANCE FOR P ARKING L OT C HANGES AND R ELATED S ITE I MPROVEMENTS ON P ROPERTY LOCATED TH AT 10300 10 A VENUE N ORTH (2020064) WHEREAS, Civil Site Group, Inc. has requested approval of a site plan amendment and variance to allow parking lot changes and related site improvements for the property presently legally described as rd Lot 1, Block 1, Trenton Ponds 3 Addition, Hennepin County, Minnesota; WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Civil Site Group, Inc. for a site plan amendment and variance for parking lot changes and related site improvements for property located at th 10300 10 Avenue North, subject to the following conditions: 1. A site plan amendment is approved to allow, parking lot changes for the addition of 14 parking spaces and related site improvements, in accordance with the plans received by the city on September 2 and 3, 2020, and additional information on September 21, 2021, except as amended by this resolution. 2. A variance is approved to allow parking spaces within six feet from the side (east) property line where 20 feet is required, with the finding that the request complies with all applicable variance standards. 3. A separate grading permit is required prior to commencement of the project. 4. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Execute a site improvement performance agreement and submit the related financial guarantees and fees pursuant to section 21045.10 of the zoning ordinance. b. Obtain the required permit from the Bassett Creek watershed district. c. Execute and record a maintenance agreement for all required best management practices (BMP’s). d. Obtain the required encroachment agreement through the City of Plymouth engineering division. e. Obtain city approval of final construction plans, including the stormwater treatment plan. f. Revise the plans as follows: i. Revise the landscaping plan to include the replacement of four overstory trees pursuant to section 21130.03 of the zoning ordinance. Resolution 2020-313 File 2020064 Page 2 ii. Revise the site plan to include a maximum of 20 percent compact car spaces pursuant to section 21135.07 of the zoning ordinance. iii. Provide a luminaire plan (electrical site plan) in conformance to the exterior lighting requirements for LZ2 (light zone 2) for any new parking lot lighting or wall mounted fixtures. The plan should include the proposed lumens per square feet of hardscape (maximum 2.5 lumens per square foot of hardscape). See section 21005 definitions section under Lighting Related for applicable definitions. iv. Provide exterior lighting fixture details that include the backlight, uplight, glare (B.U.G.) information, color-rendering index (CRI) and correlated color temperature (CCT) information. v. Identify hydrant locations and fire department connection access location on plans. vi. Provide fire lane construction detail on plans per City Engineering specifications. vii. Submit turning radius evaluations to ensure that vehicles do not come in contact with any objects or extend into designated parking spaces. 5. Silt fence shall be installed prior to any construction on the site. 6. Fire lane signage shall be provided in locations to be field identified by the fire inspector. 7. Standard Conditions: a. No trees may be planted in the public right-of-way. b. Compliance with the city’s lighting regulations. c. Any signage shall comply with section 21155 of the zoning ordinance and shall receive sign permits if required. d. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. e. The site plan amendment and variance shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under sections 21045.09 and 21030.06, respectively, of the zoning ordinance.
