HomeMy WebLinkAboutCity Council Minutes 10-27-2020Adopted Minutes Regular City Council Meeting October 27, 2020 Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:08 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on October 27, 2020. COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom. (Councilmembers Willis, McGregor, Prom and Roehl participated remotely per State Statute 13D.021). COUNCIL ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Community Development Director Juetten, Public Safety Director Goldstein, Economic Development Manager Parr, Public Works Director Thompson, Parks and Recreation Director Evans, City Attorney Mattick, and City Clerk Engdahl. Plymouth Forum There was no one present to address the Council. Presentations and Public Information Announcements (4.1) Recognition to Plymouth Lions for West Medicine Lake Park Donation Deputy Director of Parks and Recreation Northway recognized the Plymouth Lions for their donation of playground structures at the West Medicine Lake Park. Kate Trafton, Plymouth Lions President, stated their organization was proud to give back to the community. Approval of Agenda Motion was made by Councilmember Carroll and seconded by Councilmember McGregor, to approve the agenda. With all members voting in favor, the motion carried. Consent Agenda Item No. 6.5 was removed from the Consent Agenda and placed under General Business as item No. 8.1. Adopted Minutes Page 1 of 3 Regular Meeting of October 27, 2020 Motion was made by Councilmember Prom, and seconded by Councilmember Willis, to adopt the amended Consent Agenda that included the following items: (6.1) Resolution Approving Disbursements ending October 16, 2020 (Res2020-284). (6.2) Resolution Approving Revisions to the Public Improvements Project Policy and Discontinuation of the Preliminary Engineering Reports for Projects Petitioned by Developers Policy (Res2020-285). (6.3) Resolution Approving Parking Lot and Trail/Sidewalk Snow Removal Routes for the 2020-2021 Snow Season (Res2020-286). (6.4) Resolution Authorizing Renewing of Assessing Services Agreement with Hennepin County (Res2020-287). (6.5) (This item was removed from the Consent Agenda and placed under General Business as item No. 8.1). (6.6) Resolution Approving Cooperative Agreements with Bassett Creek Watershed Management Commission, Elm Creek Watershed Management Commission and Shingle Creek Watershed Management Commission for the Purchase of an Enhanced Street Sweeper (Res2020-289). (6.7) Resolution Approving Acquisition of Easement for the Vicksburg Lane and Ferndale Road Pavement Rehabilitation Project (ST199005 - Res2020-290). (6.8) Resolution Approving Encroachment Agreement for a Monument Sigh, Private Storm Drain Tile Lines, Retaining Walls and Fencing in Perl Gardens (Res2020-291). (6.9) Resolution Approving Stormwater Agreement for Independent School District #284 (Wayzata East Middle School) (Res2020-292). (6.10) Resolution Awarding Trade Category #8A for the Translucent Wall System to Murphy Windows and Door and Assign Contract to R1M Construction for the Plymouth Creek Renovation and Expansion Project (Res2020-293). With all members voting in favor, the motion carried. Public Hearings There were no public hearings. General Business (8.1) Ordinance Amending Sections 105 and 600 of the City Code concerning Garbage and Rubbish Disposal and Definitions Public Works Director Thompson presented this item. Adopted Minutes Page 2 of 3 Regular Meeting of October 27, 2020 In response to questions from the Council, Public Works Director Thompson provided the following information: • The garbage containers are not to be in the street right-of-way. • The proposed ordinance is not as restrictive as Brooklyn Park but more in line with what Maple Grove and Eden Prairie implemented. • This proposal includes language guiding residents to keep solid waste containers at or near the back door or near the garage of the building or the rear of the building. • Tightening the 24-hour time to leave containers out likely will not change residents' behaviors. • Absences during set out and collection can be planned for by utilizing neighbors, etc. • Trash day in any neighborhood brings complications with snow removal and plow drivers need to make good decisions regarding this. • Violation of the ordinance includes communication to the resident first and then due process per City Code. Motion was made by Councilmember Davis to revise the proposed ordinance with the following language, "waste containers must not be placed out for pick-up before 3 pm the day before scheduled pick-up day, they must not be placed in the street, and must be returned and placed in a proper location on the same day of collection." Motion failed for lack of a second. Motion was made by Councilmember Carroll and seconded by Councilmember Roehl to adopt an Ordinance Amending Sections 105 and 600 of the Plymouth City Code (Ord2020-14). With all members voting in favor but Davis, the motion carried. Motion was made by Councilmember Carroll and seconded Councilmember Davis to adopt Resolution Approving Summary Publication of Ordinance 2020-14 Amending Sections 105 and 600 of the Plymouth City Code (Res2020-288). With all members voting in favor, the motion carried. Reports and Staff Recommendations There were no reports and staff recommendations.
