HomeMy WebLinkAboutCity Council Resolution 2009-234CITY OF PLYMOUTH RESOLUTION No. 2009-234 A RESOLUTION CALLING FOR A PUBLIC HEARING ON THE PROPOSED ADOPTION OF A MODIFICATION TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA NO. 1 AND A MODIFICATION TO THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 1-1 WHEREAS, the Plymouth Housing and Redevelopment Authority (the "Authority") previously established Redevelopment Project Area No. 1, pursuant to Minnesota Statutes, Chapter 469, as amended, in an effort to encourage the development and redevelopment of certain designated areas within the City of Plymouth (the "City"); and WHEREAS, the Authority previously established Tax Increment Financing (Redevelopment) District No. 1-1, pursuant to and in accordance with Minnesota Statutes, Sections 469.001 through 469.047, as amended, and Sections 469.174 through 469.1799, as amended (the "Act'); and WHEREAS, the Authority is proposing a modification to the Redevelopment Plan for Redevelopment Project Area No. 1 (the "Redevelopment Plan") and a modification to the Tax Increment Financing Plan for Tax Increment Financing (Redevelopment) District No. 1-1 (the "Tax Increment Financing Plan"), pursuant to and in accordance with the Act, to finance, with tax increment revenues, debt service on obligations issued by the Authority to fiend the cost of a qualified housing development project of the Authority consisting of the acquisition, constriction and furnishing of a 96 -unit elderly housing facility; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: Section 1. Public Hearing. This Council shall meet on November 24, 2009, at approximately 7:00 P.M., to hold a public hearing on the proposed adoption of a modification to the Redevelopment Plan and the proposed modification to the Tax Increment Financing Plan (collectively, the "Modifications") to finance, with tax increment revenues, a qualified housing development project and public improvements directly related thereto; and Section 2. Notice of Public Hearing, Filing of the Modifications. City staff is authorized and directed to work with Ehlers & Associates, Inc., to prepare the Modifications and to forward documents to the appropriate taxing jurisdictions, including Hennepin County and Wayzata School District No. 284. The City Clerk is hereby authorized and directed to cause notice of such public hearing in substantially the form of Exhibit A attached hereto, together with an appropriate map as required by law, to be published at least once in the official newspaper of the City not later than 10, nor more than 30, days prior to November 24, 2009, and to place a copy of the Modifications on file in the City Clerk's office at City Hall and to make such copy available for inspection by the public. RXHTBTT A NOTICE OF PUBLIC HEARING ON THE PROPOSED ADOPTION OF A MODIFICATION TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA NO. 1 AND A MODIFICATION TO THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 1 - NOTICE IS HEREBY GIVEN that the City Council of the City of Plymouth (the "City") will hold a public hearing on the approval of modification to the Redevelopment Plan for Redevelopment Project Area No. 1 and the modification to the Tax Increment Financing Plan for Tax Increment Financing (Redevelopment) District No. 1-1 at 7:00 p.m. on Tuesday, November 24, 2009, at the Plymouth City Hall, 3400 Plymouth Blvd., Plymouth, Minnesota. The modified Redevelopment Plan and the modified Tax Increment Financing Plan provide for the financing, with tax increment revenues, of a qualified housing development project and public improvements directly related thereto. Accompanying this notice is a map of a portion of the City. The map shows the area encompassed by Redevelopment Project Area No. 1 and the Tax Increment Financing District No. 1-1 from which tax increment may be collected, pursuant to the modified Redevelopment Plan and the modified Tax Increment Financing Plan, and the area in which such tax increment may be expended. All who wish to be heard as to the modification of the Redevelopment Plan and the modification of the Tax Increment Financing Plan will be given an opportunity to express their views at the time of the public hearing or may file written comments with the City Manager prior to the public hearing.
