RECEIVING REPORT AND CALLING HEARING, ON IMPROVEMENT
FERNBROOK LANE
PROJECT NO. 804
WHEREAS, pursuant to resolution of the Council, adopted November 7, 1977, a report
has been prepared by Bonestroo, Rosene, Anderlik b Associates, Inc. with reference
to the improvement of:
1. Fernbrook Lane from CSAH 9 to approximately 416 feet north of Harbor Lane
2. 40th Avenue east of Fernbrook Lane
3. 35th Avenue east of Fernbrook Lane
4. Area north of CSAH 9 from approximately Glacier Lane to I-494 tributary to
the Fernbrook Lane sewer (Sewer District NW -7) according to Plan "B" of
the Report Supplement in Comprehensive Sewer Plans for Plymouth, Minnesota
1973
by the installation of sanitary sewer lateral and trunk facilities, watermdin
lateral and trunk facilities, bituminous street construction (9 -ton design of
Fernbrook Lane and 7 -ton design on residential street) with concrete curb and
gutter, storm drainage facilities, bridge replacement on Fernbrook Lane at
Plymouth Creek, and all necessary appurtenances; and said report was presented
to the City Council on March 6, 1978, and
WHEREAS, pursuant to City Council direction of March 6, 1978, the Engineer was
directed to make certain revisions in the Preliminary Engineering Report to
coincide with new proposed platting arrangements on the east and west sides of
Fernbrook Lane south of CSAH 9, and
WHEREAS, the Engineer has made such revisions as shown in Addendum No. 1 to
Project No. 804, dated April 24, 1978, and re-evaluates the proposed sanitary
sewer line as follows:
A proposed plat east of Fernbrook Lane has been presented by Criterion, which
outlines in concept form street patterns and alignment for the area. An access
street is proposed onto Fernbrook Lane approximately 540 feet north of 35th
Avenue. It is contemplated that all of the internal sewer laterals east of
Fernbrook Lane, within Area A-1 and within a portion of Area A-2, will be

connected to a sewer line terminating on Fernbrook Lane at this new proposed
street.
A second access street is proposed onto Fernbrook Lane in the Criterion plat
approximately 280 feet south of 40th Avenue. Sanitary sewer laterals on this
new street can slope to the east, away from Fernbrook. Outlot 1, Oaknel
Addition is also anticipated to be served from the east. Therefore, only
three existing hones remain south of 40th Avenue that require sewer service
from Fernbrook - Lots 1, 2 and 3, Oaknel Addition.
The proposed plat of Cedar Ridge, located west of Fernbrook Lane, indicates an
access street onto Fernbrook in the vicinity of Lot 2, Oaknel Addition. A
sanitary sewer lateral on this street, sloping to the west, can provide an.
outlet for approximately 340 feet of sewer lateral on Fernbrook Lane which is
the lateral line required to provide service to the three existing Oaknel lots.
These revisions in the sanitary sewer along Fernbrook Lane are predicated on two
basic assumptions - (1) that the two proposed plats on each side of Fernbrook
Lane will proceed forward within the time frame of the construction schedule for
the Fernbrook area improvements, and, (2) that an extension of the Northwest
Interceptor, together with a lateral extension to the Cedar Ridge plat, will be
incorporated into the total project.
It will be necessary to extend approximately 500 feet of the Northwest Interceptor
around the northerly side of the future pond area indicated in the Downtown
Plymouth Report. It will also be necessary to construct approximately 680 feet
of eight inch PVC from the Northwest Interceptor northerly to the southwest corner
of the Cedar Ridge plat, and this Addendum No. 1 to Project No. 804 report was
received by the Council on May 15, 1978.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Council will consider the improvement of such streets in accordance
with the report and the assessment of abutting property for all or a
portion of the cost of the improvement pursuant to Minnesota Statutes,
Sections 429.011 to 429.111 (Laws 1953, Chapter 398, as amended) at
an estimated total cost of the improvement of $1,475,583.00.
2. A public hearing shall be held on such proposed improvement on the 19th
day of June, 1978 in the Council Chambers of the City Public Works Building,
14900 23rd Avenue North, at 7:30 p.m., and the Clerk shall give mailed and
published notice of such hearing and improvement as required by law.
Ilse motion for the adoption of the foregoing Resolution was duly seconded
