The following members were present: Mayor Hunt, Councilmembers oyt,Te-ils and Spaeth The following members were absent: councilmember selbold t** *wt Mayor Hunt'- introduced the following Resolution and moved its adoption: RESOLUTION NO. 78-181 URGING HENNEPIN COUNTY BOARD OF COMMISSIONERS TO STUDY JUVENILE JUSTICE SYSTEM WHEREAS, the Hennepin County Board of Commissioners is studying proposals which •ould analyze the need for changes in the juvenile justice system of the County, and WHEREAS, such a study should be undertaken before any commitments are made with respect to disposing or committing to dispose of any current juvenile justice facilities, and WHEREAS, th, City of Minneapolis has expressed interest in acquiring the site currently occupied by the juvenile detention center as part of its need to assemble land for the proposed downtown stadium; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that this Council urges the Henneping County Board of Commissioners to undertake a comprehensive study of the current juvenile justice system which study should determine current and projected facility requirements, the adequacy of current facilities, the feasibility of remodelling and/or consolidating sepa- rated functions and the overall economic impact of such system improvements and/or capital program upon the citizens of Hennepin County. BE IT FURTHER RESOLVED that until such a study is completed, and the capital planning recommendations have been reviewed by the County's Budget Task Force, that no commitments be made which would commit the County to a new building program.
