Councilmember Neils introduced the following Resolution and moved
its adoption:
RESOLUTION #78-153
APPROVING PRELIMINARY PLAT/PLAN AND CONDITIONAL USE PERMIT FOR RPUD 76-4, DRAKELAND,
FOR ST. PAUL COMPANIES AND MEADOW CORPORATION (A-698)
WHEREAS, St. Paul Companies/Meadow Corporation have requested preliminary plat/plan
approval for RPUD 76-4, Drakeland, located at the southwest corner of Nathan Lane
and 49th Avenue North per plans dated February 8, 1978; and,
WHEREAS, the Planning Commission has reviewed said plans and recommended approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request of St. Paul Companies/
Meadow Corporation for preliminary plat/plan approval for RPUD 76-4, Drakeland, located
at the southwest corner of Nathan Lane and 49th Avenue North per plans dated February 8,
1978, subject to the following conditions:
1. Redesign to increase single family dwelling lot sizes on the west plat periphery
'to 15,500 sq. ft. minimum to accomplish on-site density transition.
2. Park Dedication shall be the fees -in -lieu equivalent of 8.8 acres less 1.25 acres
credit for dedicated trail corridors and such storm water holding credit as
deemed appropriate by the City Engineer based on waters to be held within the
site that originate outside of the site. All dedication shall be with the initial
final plat, but fees -in -lieu payment may be pro -rated consistent with the number
of units within each future final plat.
3. Compliance with the provisions of the City Engineer's memorandum.
4. All private curb cuts for single family lots to Nathan Lane and 49th Aven4e North
shall be prohibited.
5. All development within the south 26 acres currently labelled "Drakeland" area,
Block 1, Lots 1 and 2, shall be subject to specific site plan approvals, appli-
cable ordinance provisions and development density shall not, in any case, exceed
240 units with at least 71 units affordable to families of low -moderate income or
169 units without the prescribed number of low -moderate intone units. Approval
of concept plan does not constitute site plan approval for the multiples on Lots 1 & 2,
6. The initial single family detached final plat shall include provisions for the
construction of 49th Avenue North and the initial apartment final plat/plan shall
include provisions for construction of 45th Avenue North

7. Private curb cuts be limited to Orleans Lane for Lot 26, Block 1 and Lot 1, Block 4.
8. Transition area between multiple and single family be at a masimum width and be
accomplished by extension of the waterway in order to make the dike between the
two ponds as small as possible.
The motion for the adoption of the foregoing Resolution was duly seconded
by 6ouncilmember Spaeth , and upon vote being taken thereon the
