The following members were present- c -n9 mayor Spaeth, ],.)embersounciHo t; Rei ls, Seibold The following me ers were sent: mayor Hunt x** lWember Neils introduced the following Resolutim and moved its adoption: !— RESOLUTION #78- 64 **r APPROVING SITE PLAN FOR APARTMENT STRUCTURE FOR PRESIDENT APARTMENTS/DR. LEONARD (A-148) WHEREAS, President Apartments/Dr. Leonard have requested site plan approval of an apartment structure proposed for 48 units to be located on the east side of South Shore Drive at 11th Avenue North (extended) per plans dated January 4, 1978; and, WHEREAS, the Planning Commission has reviewed said request and recommended approval; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should, and hereby does approve the request of President Apartments/ Dr. Leonard for site plan approval of an apartment structure proposed for 48 units to be located on the east side of South Shore Drive at 11th Avenue North (extended) per plans dated January 4, 1978 subject to the following conditions: 1. Compliance with the provisions of the City Engineer's memorandum. 2. Removal of all diseased elm trees. 3. Removal of all existing structures on the site. 4. Design of project grades to accommodate gravity sewer service exclusively. 5. Payment of cash fees -in -lieu Park Dedication fee of $7,200. 6. Dedication of right-of-way by easement to a total of 40 ft. from centerline of South Shore Drive. 7. Compliance with the requirements of the Bassetts Creek Watershed Commission. 8. Provision to the City of performance security per Zoning Ordinance requirements to cover both at -grade and underground site improvements. 9. Outdoor storage of waste and waste containers shall be prohibited and reference thereto on the site plan is hereby deleted. Resolution # 78-64 Page 2 10. Green Ash trees indicated on the site plan shall be of at least 2k" caliper. 11. Twenty additional Green Ash trees shall be planted within the boulevard frontage of the site. 12. All site areas disturbed during construction shall be sodded up to the edge of the existing South Shore Drive pavement. 13. Driveways intersecting South Shore Drive si.all do so at right angles. 14. Side yard and rear yard be included in landscape plan. 15. Design turning lanes at the entrances to South Shore Drive subject to approval of the City Engineer. FURTHER, that all above conditions shall be accomplished, all fees paid, a building permit issued and structural work commenced by June 1, 1978 or this action shall become null and void. The motion for the adaption of the foregoing Resolution was duly seconded by Councilmember Seibold and upon vote being taken thereon, the fol owing voted in favor ereo : Acting Mayor Spaeth, Councilmembers Hoyt, Neils and Seibold Whereupon the Resolution was declared duly 1kRf! fRt Af!
