The following members were present: Mayor Hunt, Coi The following members were t*t t,rf *•* Councilmember Spaeth introduced the following Resolution and move is adoption: RESOLUTION NO. 78-48 AUTHORIZING SUBMISSION OF THE CITY OF PLYMOUTH GRANT APPLICATION TO HENNEPIN COUNTY FOR INCLUSION IN THE URBAN HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION, IN ACCORD WITH THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 WHEREAS, the City of Plymouth has executed a joint powers agreement with Hennepin County thereby agreeing to participate in a Grant Application under the Urban County designation provided for in the Housing and Community Development Act of 1974; and WHEREAS, a grant application has been prepared requesting funds to undertake a community development program, including appropriate citizen participation, goal establishment and implementation plans and procedures; and WHEREAS, the Planning Commission has held two public hearings on December 21, 1977 and January 4, 1978 regarding the expenditure of the Year IV funds for the City of Plymouth and has recommended several projects for expenditure of said funds; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it should, and hereby does, direct the administrative staff to prepare the necessary application for the City of Plymouth's Year IV participation in the Housing and Community Development Plans and Programs for expenditure on the following projects in the respective dollar amounts: ACTIVITY PROGRAM AMOUNT Comprehensive Planning $ 341500 2. Direct Benefit Program for Low -Moderate Income Housing - Section 235 Land Write-down 58,000 3. HRA Rehabilitation Program 30,000 TOTAL $122,500 The motion for the adoption of the foregoing Resolution was duly seconded by Councilmember Seibold , and upon vote being taken thereon, the 0 ow ng vote n favor thereof; Mayor Hunt, Councilmembers Hoyt, Seibold and Spaeth the following voted against or a sta ne ; None Whereupon the Resolution was declared duly pa%sed and adopted,
