Action Requested: The Mayor provides instructions for the public to observe the meeting by phone or online. 2. Background: Council meetings will be conducted virtually (via Zoom webinar/conference call) due to the state of local emergency for the COVID 19 pandemic. To observe/listen to the meeting, please register in advance at: https://us02web.zoom.us/webinar/register/WN_zFCPVlHgQpy2lN1tkyIzQg No public comments are taken at study sessions. Comments can be emailed to the Mayor and City Council at council@plymouthmn.gov or to the City Manager at dcallister@plymouthmn.gov. Action Requested: Receive information and discuss. 2. Background: At the October 13 Study Session, Council discussed budget items including franchise fees. Staff asked the Council to consider revising the rate/frequency of franchise fee adjustments to reduce administrative burdens and potentially increase revenue to address unfunded road project priorities. The Council requested additional information and discussion, which will occur at the October 27 meeting. For reference, franchise fees are currently proposed to increase by 22 cents per month. This increase would result in an additional revenue amount of $138,294 to the street reconstruction fund for 2021 contributing to an estimated annual revenue amount from franchise fees of $2,673,336. Public Safety Director/Police Chief Goldstein will provide updates on several police issues that the Council has inquired about over the last few months. Human Resources Manager Kone will be available to discuss the Diversity, Equity, and Inclusion Coordinator position proposed in the 2021 budget. 3. Budget Impact: N/A 4. Attachments: DEI Coordinator Highlights 2020 YTD FYA Crash Summary 3 DRAFT - DEI High Level Objectives This position is responsible for the identification, coordination and implementation of diversity, equity and inclusion (DEI) strategies and initiatives in partnership with department directors. The strategies and initiatives implemented will focus on promoting the principles of DEI and measuring the impact of DEI efforts in the areas of departmental policies and practices, training and education, and community outreach. Provide leadership and direction to help city staff support measures that break down barriers to creating a more just and inclusive community for all. Consulting In partnership with directors, develop, implement and measure strategies for achieving equity and inclusion in internal and external department policies and practices. Conduct an equity audit for the organization. Support leadership in the establishment of ongoing work in organizational diversity initiatives and outreach, objectives, and strategies. Provide guidance to departments in support of measures that break down barriers to creating a more just and inclusive community for all. Support the city manager, staff, city council, and boards and commissions in all areas of DEI. Conduct internal surveys, focus groups, or perform other methods of data collection in order to create metrics and outcomes for initiatives. Provide outcome reporting on a regular basis. Training/education Work with senior leadership team to establish DEI as a shared value and to raise competency and awareness across the organization. Maintain diversity dashboard to track and promote awareness of city progress. Develop or coordinate ongoing training, education, and learning programs for staff in the areas of DEI and general professional development topics such as leadership, communication, emotional intelligence, etc. Collaborate with community partners and establish relationships with marginalized communities to provide city services, education opportunities and connection within the community. 4 Community Engagement Liaise with individuals and organizations interested in volunteering or partnering with the city or broader community around DEI issues. Manages partnerships with community groups and organizations contracted to do community engagement work, when needed. Coordinates and advances the city’s community engagement strategy in partnership with the senior management team, community stakeholders, and other city staff. Develops strategies that build the capacity of community members and stakeholders to help the community and city reach collective goals. Act as a citizen resource and referral agent for resources and social supports. 5 Information Request Plymouth Public Safety Department 10/22/2020 Page 1 of 4 2020 FYA Crash Activity Report Through September 2020 October 22, 2020 6 Information Request Plymouth Public Safety Department 10/22/2020 Page 2 of 4 Request This report was prepared in response to a request for a summary of flashing yellow arrow related crash activity in 2020, and a comparison with recent years. Results Crash incidents were reviewed and labeled based on whether the crash involved a flashing yellow arrow (FYA) or not. Those incidents where a FYA is suspected or possible but details are unclear were labeled as “Unknown”. Data for calendar year 2020 were queried through 9/30/2020. Results show there was a peak in FYA related crash activity in 2017 and a total of 68 such crashes in 2019. There were 37 FYA related crashes in 2020 through September, compared to an average of about 49 from years 2017 through 2019. There were 4 crashes where it is unknown if FYA was involved, compared to an average of about 15 from years 2017 through 2019.
