Pursuant to due call and notice thereof, a re ular meeting of the City
Council of the City of Plymouth, Minnesota, was held on the Igth day of
December , 19__ZZ. The following members were present:

RESOLUTION NO. 77-756
ORDERING A SEWER AND WATER RATE STUDY
WHEREAS, the primary objective of municipal sewer and water rates is to cover
the costs of operating and expanding such utilities; and
WHEREAS, changes in economic conditions, revenue projections and market con-
diti ms necessitate periodic review of the philosophic and economic assumptions
upon which sewer and water rates have been established; and
WHEREAS, a sewer and water rate study will promote a thorough examination of
Plymouth's present rating system to ensure adequate and equitable utility
rates:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does order a sewer and water rate study
to include, but not limited to, an examination of the following:
1. Appropriate sewer and water rate forms, including flat
charge, single block, declining block and increasing
block.
2. Rate levels, recommending appropriate changes per unit
consumed based upon operating costs, and revenue and
expense projections.
3. Additional charges, including appropriateness of
implementing service charges, minimum demand charges
or commodity charges based upon rate form and rate
levels.
4. Billing period, a determination of most appropriate
interval for which consumption measurement and utility
bill calculations are prepared.
FURTHER, that the consulting engineering firm of Bonestroo, Rosene, Anderlik
& Associates be authorized to conduct the foregoing study at a cost not to
exceed $2,500 and provide a final written report with recommendations to the
City Council as soon as possible.

AND FURTHER, that the City Manager is hereby authorized to execute agreements
necessary for the conduct of this study.
