Pursuant to due call and notice thereof, a regular meeting of
the City Council of the City of Plymouth, innesota was held on the
20th day of November , 1977 . The following members were
present: Acting Mayor Hunt CouncilNeils.
The following members were absent: mayor Hilde
Councilman Spaeth introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 77-695
ADOPTING AN EMPLOYEE ASSISTANCE PROGRAM, POLICY
STATEMENT AND PROCEDURAL STATEMENT FOR THE CITY OF PLYMOUTH
WHEREAS, employee work performance is influenced by a multitude of personal
problems not necessarily related to the job; and
WHEREAS, such problems affect the employee and the City by increasing the
likelihood of employee discipline, accidents, reduced productivity and increased
City costs; and
WHEREAS, Employee Assistance Programs provide the procedural framework and
professional resources necessary to solve employee problems affecting their
work performance; and
WHEREAS, the State of Minnesota has provided funds to reduce City costs in
initiating such a program; and
WHEREAS, the implementation of an Employee Assistance Program is generally
recognized as a sound administrative method of reducing City costs and increasing
employee job satisfaction:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that it should and hereby does adopt an Employee Assistance Program
policy and procedural statement to become effective December 1, 1977.
BE IT FURTHER RESOLVED that the City Manager is authorized to enter into a contract
with a diagnostic and referral agency and Hennepin County as state fund coordinator
to obtain services and funding necessary to the program.
BE IT FURTHER RESOLVED that funds in the amount of approximately $980 are
allocated from the Reserve for Hospital, Medical, Surgical Insurance Account to
provide the City's contribution to the program for the first two years of operation.
The motion for the adoption of the foregoing Resolution was duly seconded by
Councilman Seibold , and upon vote being taken thereon. the
