Instructions to participate in virtual HRA Meeting
HRA meetings will be conducted virtually (via Zoom webinar/conference call) due to the state of local
emergency for the COVID 19 pandemic. The chair, commissioners, and staff will participate in this
meeting via telephone/video conference. The meeting will be live-streamed online via Zoom.

Written comments: Comments may be submitted for inclusion in the HRA packet by emailing
Community Development Coordinator Matt Lupini at mlupini@plymouthmn.gov. You may also request
that comments of up to one page be read into the record by the Community Development Coordinator.

City of Plymouth holds free drive-thru breakfast for veterans Nov. 10
Plymouth, Minn. – The City of Plymouth will hold a free drive-thru breakfast for veterans residing in
Plymouth 9:30-11 a.m. Tuesday, Nov. 10 at the Plymouth Veterans Memorial, 3400 Plymouth Blvd.
The drive-thru event, which replaces the city’s annual veterans breakfast at the Plymouth Creek Center,
offers a safer environment during the COVID-19 pandemic.
Vehicles will be routed through the parking lot at Plymouth City Hall to the Plymouth Veterans Memorial
for the drive-thru event. For the safety of all, participants are asked to stay inside their vehicles.
The breakfast is for veterans only. In addition to breakfast foods, veterans will be given letters of
appreciation and a small gift.
Registration Required
While the event is free, veterans must register. The deadline to register is Sunday, Nov. 1.
Participants may register online (activity code 35700-01) or by calling the Plymouth Parks and
Recreation Department at 763-509-5200.

Plymouth Police Department earns national recognition
Plymouth, Minn. – The Plymouth Police Department was awarded the 2020 Voice of the People Award
for Safety Excellence. The national award recognizes the high marks residents gave police services and
safety in the National Community Survey.
The survey – commissioned by the city and conducted by the National Research Center in late 2019 –
provides a comprehensive and statistically valid snapshot of resident perspectives on an array of local
government services and issues.
The Voice of the People Awards are the only national awards that recognize local governments based on
feedback from residents.
“It’s truly an honor to be recognized by our community,” said Mike Goldstein, public safety director and
police chief. “To know that our community notices the differences we are making is significant. I am
proud of the women and men who work hard to serve Plymouth professionally, and I know our
personnel takes pride in the work they are doing.”
Seeking continuous improvement
The Plymouth Police Department strives to stay at the forefront of addressing policing concerns,
engaging in meaningful conversations and promoting best practices locally, regionally and nationally.
Goldstein said, “We are continually seeking to improve, engage and strengthen public trust. This award
is a reminder of all that we have done and will do as we continue to evolve to meet the needs of our
community.”
The Police Department has embraced the 21st Century Policing Model. The model focuses on building
trust and legitimacy, aligning policies with community values, leveraging technology and social media,
community policing and crime reduction, and officer education, safety, training and wellness.
The Police Department emphasizes officer training. The department provides officers with nearly 10
times the state requirement for police officer training. Minnesota requires 48 hours of training every
three years. Plymouth officers participate in an average of 130 hours of training annually.

City calls for volunteers to write letters of appreciation to veterans
Plymouth, Minn. – With Veterans Day fast approaching, the City of Plymouth seeks volunteers to write
letters of thanks and appreciation to veterans.
Letters must be dropped off by 4:30 p.m. Friday, Nov. 6 at Plymouth City Hall, 3400 Plymouth Blvd.
Anyone in the community may participate – drawings, notes and letters of appreciation from all ages
will be accepted.
“This is a great opportunity to show support and gratitude to our respected veterans residing here in
Plymouth,” said Plymouth Recreation Supervisor Katie Yandell. “We want our veterans to know how
much we appreciate their service to this country.”
All letters will be distributed to veterans during the City of Plymouth’s Nov. 10 drive-thru veterans
breakfast.

Urotronic raises $20 million Series C,
inks licensing deal worth $165 million

Medical device company Urotronic Inc. has raised a $20 million Series C
round of funding it announced Thursday, with a major assist from Laborie
Medical Technologies Inc.
Plymouth-based Urotronic will receive $15 million from Burlington, Mass.-
based Laborie; Urotronic's previous investors, which include the Mayo Clinic and
Hillhouse Capital Group of China, put in an additional $5 million.
As part of the deal, Laborie has the option to exclusively license Urotronic's
Optilume device for $165 million if the device receives FDA approval. It can
also acquire the company outright for $350 million plus another $150 million
for reaching sales milestones. Urotronic President and CEO described Laborie
as a "global distribution partner" in a statement.
Urotronic's Optilume is a drug-coated balloon that's used to treat enlarged
prostates and other male urinary tract issues. It has already been approved for
sale in Europe, Canada and New Zealand.
"Optilume is a disruptive, minimally invasive technology that has the potential
to change the standard of care for urethral strictures and for BPH. This
innovative technology meets multiple unmet medical needs in the market,
expands Laborie's current urology offering, and aligns well with our desire to
help clinicians improve their patients' lives," Michael Frazzette, Laborie's
president and CEO, said in a statement.
Urotronic raised $20 million in 2018 to expand its at-the-time 14-person staff
and continue developing Optilume. It was founded by Lutonix Inc. co-founder
Lixiao Wang, who sold Lutonix for $225 million in 2011.
Urotronic could not be reached for comment.
