CIM – Ridgemount Avenue Traffic Calming
1. Background
The Capital Improvement Program includes improvement of Ridgemount Ave. (between Vinewood
Ln. and Co. Rd. 73.) in 2021. The project is a joint project being led by the City of Minnetonka and is
anticipated to include pavement rehabilitation and replacement of aged water main. The project
team has completed preliminary layouts for the project and are planning to schedule stakeholder
meetings with the Wayzata School District and neighborhood in the upcoming months.
As part of the preliminary design and feedback from the area, the project team collected speed data
along the corridor. The posted speed limit on Ridgemount Ave. is 25 miles per hour (mph) whereas
traffic data collected indicates that the 85th percentile speed ranges from 34 mph to 37 mph. With
the proximity of Wayzata East Middle School and existing crosswalks in the corridor the project
team looked in traffic calming options to be included with the project.
2. Neighborhood Feedback
The City of Minnetonka and City of Plymouth will be collecting feedback on the proposed bump outs
at upcoming neighborhood open houses and stakeholder engagement meetings.
3. Proposal
As part of preliminary layouts being presented for feedback, the project team is proposing that two
curb bump outs be included with the project at the intersections of Sunnyvale Ln. and Park Ln.
These would be in the vicinity of Wayzata East Middle School and include crosswalks. Consistent
with Council feedback, all existing crosswalks are proposed to be replaced with the project, and
proposed changes will be communicated to the neighborhood. The only proposed change on the
preliminary layout being presented is to relocate the existing mid-block crosswalk, approximately
140 feet east of Park Ln., to the intersection with proposed bump outs. A location map and detailed
layouts of the two proposed bump outs are attached.

City offers grants to Plymouth businesses affected by COVID-19
Plymouth, Minn. – The City of Plymouth is offering additional emergency assistance grants of up to
$10,000 to businesses in Plymouth that have suffered economic hardship due to the COVID-19
pandemic.
Plymouth Business Assistance Grant Program funding is available on a first-come, first-served basis.
The program aims to increase the capacity of businesses and promote the long-term vitality of the
Plymouth business community.
Grants will assist local businesses in covering expenses such as:
• Rent
• Mortgage payments
• Utilities
• Current payroll obligations
• Accounts payable
• Costs associated with reopening, such as cleaning, sanitizing and personal protective equipment
Program Eligibility & Application
To be eligible for City of Plymouth grants, businesses must be for-profit, employ 2-150 full-time
equivalent (FTE) employees prior to March 1, 2020, be locally operated with a physical address/location
in Plymouth and meet all other eligibility criteria.
Funding for the Plymouth Business Assistance Grant Program is made possible by the federal
Coronavirus Aid, Relief and Economic Security (CARES) Act.

City seeks applicants for commissions and committees
Plymouth, Minn. – The City of Plymouth is accepting applications for committee and commission seats
that advise the City Council. Applications are due by 4:30 p.m. Friday, Oct. 30.
The City Council will interview applicants and make appointments later this year for terms beginning in
early 2021.
The city has openings on the Planning Commission, Parks and Recreation Advisory Commission, Housing
and Redevelopment Authority, and Environmental Quality Committee.

Plymouth Fire Department offers cooking fire prevention tips
in advance of National Fire Prevention Week
Plymouth, Minn. – The Plymouth Fire Department offers safety tips and reminders for residents in
advance of National Fire Prevention Week, Oct. 4-10.
This year’s theme, “Serve up fire safety in the kitchen,” is geared toward educating the public about
cooking and fire safety. The annual theme is selected and promoted by the National Fire Protection
Association, as well as fire departments throughout the country.
According to NFPA, cooking fires are the leading cause of home fires in the United States. Nearly half of
all home fires involve cooking equipment – and unattended cooking is the leading cause of these fires.
Per the NFPA, approximately one in five cooking fires result in deaths, while 45% result in injuries.
Cooking Fire Prevention Tips
The majority of cooking fires are preventable. Reminders and tips regarding this year’s theme include:
• Residents should keep a close eye on what they’re cooking and never leave cooking unattended
• Keep anything that can catch fire – oven mitts, wooden utensils, food packaging, towels or
curtains – at least 3 feet away from the stovetop
• Be on alert – those who are sleepy or have consumed alcohol should not use the stove
• 66% of cooking fires begin with food or materials that are ignited
What to Do About a Grease Fire
Sometimes even the most attentive residents are unable to prevent cooking fires. For example, oil in a
pan may become too hot and ignite. In the event of a grease fire, residents should follow these tips:
• Do not use water on a grease fire
• Cover the flames with a metal lid or cookie sheet and leave the cover on until it has cooled
• Turn off the heat source
• Do not attempt to move it
• If the fire is small, pour baking soda on it
• As a last resort, use a class B fire extinguisher (or an ABC extinguisher)
• Call 911 – Plymouth firefighters will ensure the situation is safe and help with smoke removal

Residents who are unable to extinguish a grease fire should get out and close any door into the kitchen,
if possible – then call 911 when they are safe.
Plymouth’s Calls for Service
“The Plymouth Fire Department receives a variety of calls each year that involve kitchens or cooking,”
said Plymouth Fire Prevention Specialist Steve Marti. “We code these into the system as ‘burnt food’ –
but any of these calls could have developed into a kitchen fire.”
So far in 2020, the Plymouth Fire Department has responded to 42 calls for service that have been
labeled burnt food. In 2019, the department responded to a total of 77 of these types of calls.

Polaris partners with Zero Motorcyles to sell electric
snowmobiles, off-road vehicles
Polaris and Zero Motorcyles are partnering to manufacture electric
snowmobiles and other off-road vehicles.

Polaris Inc. said Tuesday it is partnering with Zero Motorcycles, a Santa Cruz,
Calif.-based manufacturer of electric motorcycles and powertrains.
Under the 10-year agreement, Polaris will develop, manufacture and sell
electric off-road vehicles and snowmobiles using Zero's powertrain, hardware
and software technology.
The deal is part rEV'd up, Polaris' long-term strategy to sell an electric vehicle
option within each of its core product segments by 2025. The first vehicle from
the Zero-Polaris partnership is scheduled to debut by the end of 2021.
The partnership has the potential to shape the future of powersports, said
Polaris CEO Scott Wine.
“Zero Motorcycles’ pioneering electrification experience, proven leadership,
and electric powertrain technologies are unmatched in the market," he said.
"We believe this transformative partnership will enable us to leapfrog
technological hurdles around range and cost while providing a tremendous
speed-to-market advantage – an instant offense."
Zero Motorcycles has been designing and manufacturing electric motorcycles
since 2006, and is the only motorcycle company to successfully bring an entire
product line to market.
Medina-based Polaris already has a foothold in the EV market, boasting $1
billion in sales over the past decade.
In 2011, Polaris acquired Goupil, a French manufacturer of on-road,
commercial electric vehicles for the European market, and GEM, a street-legal
passenger and utility electric vehicle. In 2015, it acquired Brammo Electric
Motorcycles whose technology went into the Ranger EV.
A Polaris spokesperson said Zero's technology is being leveraged for the off-
road and snowmobile market, not Polaris' Indian Motorcycle brand. Polaris

(NYSE: PII) teased the idea of an electric Indian back in 2017. Back then it
said the roll \out would come in the next four to five years and have a range of
up to 140 miles on a single charge.
But there's been no sign of an electric Indian motorcycle since, even though
rival Harley-Davidson Inc. has sold an electric bike of its own — the Live Wire
— for a year, and Polaris has even sold an electric motorcycle before, under the
now-defunct Victory brand). The executive ran Polaris' motorcycle division at
the time of the 2017 announcement, Steven Menneto, is now president of the
company's larger off-road vehicles business, which includes ATVs and
snowmobiles.
