REGULAR MEETIW;G OF CITY COUNCIL OF THE
CITY OF PLYMOUTH
Pursuant to due call and notice thereof a regular
meeting of the City Council of ,the City of Plymouth was held
at the Council Chambers on September 19, 1977 commencing at
7:30 o'clock p.m. The following members were present: Mayor
Hilde, Councilmen Spaeth, Hunt, Neils and Seibold. The
following members were =absent: None.
Councilman Neils introduced the following
resolution and moved its adoptions
"RESOLUTION NO. 77-514
A RESOLUTION DENYING THE APPLICATION FOR A
CONDITIONAL USE PERMIT FOR JONATHAN, HOME FOR"BOYS.
WHEREAS, the Jonathan Home for Boys has applied for
a conditional use permit for a group home for up to 10'children p
to be located at 10815A 36th Avenue North in the City of;;.#ly
mouth, and
WHEREAS, the City Planning Commission and City Council
have studied the application, have heard the arguments of the
applicant and those persons who have appeared in opposition
thereto,and
WHEREAS, the City Council has been made aware of the
provisions of Sections 245.781 et seq., Minnesota Statutes,
relating to the licensing of group homes by the Commissioner of
Public Welfare.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF PLYMOUTH AS FOLLOWS:
1. The application of Jonathan Home for
Boys for a conditional use permit for a group
residential facility to be located at 10815A 36th
Avenue North in the City of Plymouth is hereby
denied.

2. The City Council in denying said applica-
tion does make the following findings:
a. There are already in existence
within 1320 feet of the proposed
facility two other community
residential facilities, to -wit:
Union City Mission and Pioneer
House.
b. The addition of the third group
residential facility within
close proximity to the two
facilities mentioned in a. above
would result in a concentration
of such facilities wit:7in an
area abutting and adjacent to
single family neighborhoods and
would be a detriment to the
health, safety, comfort and
general welfare of the community."
The above motion was seconded by Councilman Hunt
and upon vote being taken thereon the following voted in favor
thereof: Mayor Hilde, Councilmen Spaeth, Aunt, Neils and
Seibold. The following voted against: None.
Whereupon said resolution was declared duly passed and
adopted.

I, the undersigned, being the duly qualified and acting
City Clerk of the City of Plymouth, Minnesota, hereby certify
that I have carefully compared the attached and foregoing extract
of minutes of a regular meeting of the City Council of said City
held September 19, 1977 with the original thereof on file in my
office and the same is a full, true and complete transcript
therefrom insofar as the same relates to denying the application
for a conditional use permit for Jonathan Home for Boys.
