A hearing shall be held on the 26th day of September, 1977, at 7:30 p.m., in the City Council Chambers of the City Public Works Building, 14900 23rd Avenue North to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published in the official newspaper at least two weeks prior to the hearing and shall state in the notice the total cost of the improvement. The City Clerk shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll. The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Neils , and upon vote being taken thereon, the following voted in favor thereof: Councilmen Hunt,Neils and Spaeth The following voted against or abstained: None Whereupon said Resolution was declared duly passed and adopted.
