The following members were present: avor Hilda. Counncc 'I men Hunt. Seibold and Spaeth r�* Councilman Hunt introduced the following Resolution and moved its adoption: RESOLUTION NO. 77- 430 DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT BASS LAKE AREA IMPROVEMENTS - PROJECT NO. 607 WHEREAS, a contract has been let for t',e following improvements: a) Bass Lake Development Sub -districts BL1, BL2, BL3, b) Northeast Development Sub -district NE1 lying south of County Road 47 and east of Pineview Lane and northwesterly of Bass Lake by the extension of sanitary sewer trunk lines as follows: I. On Larch Lane from 45th Avenue to approximately 1500 feet north thereof (point 16E). 2. From point 23D to point 23C, point 23C to point 23B lying on the south- westerly side of Bass Lake between Pineview, Lane and the Mpls.-St. Paul Sault Ste. Marie Railroad right-of-way. 3. From point 9 to point 10, point 10 to point 11, point 11 westerly to Pineview Lane; said sewer trunk line being generally from 53rd Avenue and running northerly and westerly along the east and north sides of Bass Lake. 4. Lift Station and Force Main to pump sewage to point 16B on Larch Lane north of 45th Avenue approximately 1500 feet. together with all necessary laterals and services for unplatted properties and the following platted areas: 1. Larch Heights Lagoon 2. Larch Heights Lagoon 2nd Addition 3. RLS 641 4. RLS 857 5. Birch Valley First Addition 6. Timber Shores Addition 7. Vale Hoff Addition 8. Bass Lake Shorewood Hills Addition 9. Proposed Bass Lake Highlands 10. Proposed Asplund's Oakwood Shores 11. Proposed Bass Lake Oaks 12. Proposed Schmidt Lake West 13: Proposed Arrowood Addition 14. Proposed Palmer Creek Estates Resolution No. 77- 430 Page 2 as shown on the Report on the Comprehensive Sewer Plan for Plymouth, Minnesota, dated 1972, and Report Supplement on the Comprehensive Sewer Plan for Plymouth, Minnesota, dated 1973, and the improvement to extend a portion of the City of Plymouth's Water Trunk Distribution System to provide water servide for the following areas: a) Bass LakE Development District Sub -districts BL1, BL2 and BL3 b) Northeast Development District Sub -districts NE2 and NE3 c) North Central Development District Sub -district NC -20, a portion thereof, by the extension of watermain trunk lines as follows: 1. On Larch Lane Trom 45th Avenue to 53rd Avenue. 2. On 53rd Avenue from Larch Lane to Zachary Lane. 3. From point 1B to 1C which is generally along Zachary Lane from 53rd Avenue to County Road 10; and from point 1C to point 2Q which is generally along County Road 10 from Zachary Lane to County Road 47, together with a61 laterals and services for unpla-ted properties and the following platted areas: 1. Larch Heiyi-'Ls Lago.n 2. Larch Heights Lagoon 2nd 3. RLS 641 4.- RLS 857 5. Birch Valley First Addition 6. Timber Shores Addition 7. Vale Hoff Addition 8. Bass Lake Shorewood Hills Addition 9. Proposed Bass Lake Highlands Addition 10. Proposed Asplund's Oakwood Shores 11. Proposed Bass Lake Oaks 12. Proposed Schmidt Lake West 13. Proposed Arrowood Addition 14. Proposed Palmer Creek Estates as shown on the Report on Water Distribution of Plymouth, Minnesota, dated 1972, and any subsequent amendments thereto, together with all necessary street restoration with curb and gutter to be included and all necessary appurtenances; and the contract price for such improvement is $2,185,010.00 and the expenses incurred or to be incurred in the making of said improvements amount to $ 515,969.00 so that the total cost of the improvements will be $ 2,700,979.00 and of this cost the City will pay $ 0.00 as its share of the cost, NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: I. The cost of the improvem,nt to be specially assessed is hereby declared to be $ 2,700,979.00 2. It is further determined that the following charges for water trunk main, pumping and storage facilities, sanitary sewer trunk force main, lift station Resolution No. 77- 43 � • Page 3 rand interceptor facilities for the above referenced project shall be applied to the existing land use zoning: WATER AREA CHARGES Residential $250 per 1/2 acre lot; $500/acre Commercial -Industrial $750 per acre SEWER AREA CHARGES Residential $250 per 312 acre lot; $500/acre Commercial -Industrial $750 per acre 3. The City Clerk with the assistance of the City Engineer shall fai•thwith calculate the proper amount to be specially assessed for such i�iprovement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and the Clerk shall file a copy of such proposed assessment in the office of the City Clerk for public inspection. 4. The Clerk shall, upon completion of such proposed assessment, notify the Council thereof. The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Soaeth , and upon vote being taken thereon, the following voted in favor thereof:Mayor Hilde. Councilmen Hunt. Seibold and Spaeth The following voted against or abstained; None Whereupon the Resolution was declared duly passed and adopted.
