Pursuant to due call and notice thereof, as ec.I meeting of the City
Council of the City of Plymouth, Minnesota, was on the 25th day of
July , 1977 . The following members were present:

Councilman Seibold introduced the following Resolution and moved
its tion:
RESOLUTION #77-37,
REQUESTING HEARING ON THE PLYMOUTH SYSTEMS STATEMENT BY METROPOLITAN COUNCIL
WHEREAS, the Metropolitan Land Use Planning Act provides for the preparation of a
Systems Statement that must become the basis for comprehensive planning for metro-
politan communities; and,
WHEREAS, the Metropolitan Council has transmitted a Systems Statement for Plymouth
as adopted by the Metropolitan Council May 26, 1977; and,
WHEREAS, State Statute provides metropolitan communities 60 days from receipt of said
Systems Statement during which disagreements with the contents may be noted to
the Metropolitan Council; and,
WHEREAS, the City Council of the City of Plymouth has reviewed the Systems Statement
above noted and finds disagreement with its contents;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYP;OUTH,
MINNESOTA, that it should and hereby does direct the City Manager to notify the
Metropolitan Council of the desire of the City of Plymouth to initiate reconciliation
proceedings with respect to the May 26, 1977 Plymouth Systems Statement.
FURTHER, that the City Manager inform the Metropolitan Council that Systems Statement
matters to which Plymouth submits disagreement are as follow:
A. Reference in the Systems Statement for Plymouth to comprehensive plan cor;tent
expected of the City of Medicine Lake for reason that said reference implies
responsibility upon Plymouth for comprehensive plan performance by a separate
sovereign municipality.
B. Reference on page 2 of said Systems Statement to a "regional share" of "need
for low and moderate income housing" in that said reference appears to imply
acceptance of the goals contained in Table II of A "Fair Share" Plan: Subsidized
Housing Allocatiion in the Twin Cities Metropolitan Area. pec ice y,ymout
finds the 10 year goal of 2,486 subsidized housing units contained therein infeasible
and unrealistic within the context of the estimated increase in dwelling units of
5,500 interpolated from Table I of the Systems Statement for the same time period.
C. Reference on page 20 of the Systems Statement to an ". . .anticipated flow
from industry of 0.55 million gallons per day . " in that this may imply
a limitation on the local allocation of the planned 5.63 million gallon per day

total average daily flow and, thereby, constitute indirect Metropolitan land
use zoning.
-"RTHER, the City Manager be directed to submit to the Metropolitan Council such
further descriptions of the above noted disagreements and specific amendatory language
to the Systems Statement as may be required for the reconciliation process.
The motion for the adoption of the foregoing Resolution was duly seconded
