C ITY OF P LYMOUTH
R ESOLUTION N O. 2020-243
R ESOLUTION A PPROVING S UBMISSION OF THE FISCAL YEAR 2019 C ONSOLIDATED A NNUAL
P ERFORMANCE AND E VALUATION R EPORT (CAPER)
WHEREAS, the City of Plymouth received a Community Development Block Grant (CDBG) funding
allocation of $270,798 for CDBG fiscal year 2019; and
WHEREAS, submission of a Consolidated Annual Performance and Evaluation Report (CAPER) is
required in order for grant recipients to report on their accomplishments and progress toward Consolidated
Plan goals; and
WHEREAS, on August 27, 2020, the Plymouth Housing and Redevelopment Authority held a duly
constituted public hearing to allow interested parties to express their opinions regarding program activities
and accomplishments of the 2019 CDBG Program Year; and
WHEREAS, the City Council has reviewed the program activities and accomplishments from the
2019 program year, as well as the recommendations of the Housing and Redevelopment Authority
regarding those activities and accomplishments.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the submission of the 2019 Consolidated Annual Performance and Evaluation report –
covering the period July 1, 2019 to June 30, 2020 – to the U.S. Department of Housing and Urban
Development is authorized.
