R ESOLUTION A PPROVING A H OME O CCUPATION L ICENSE FOR K ATIE P AVLIK TO OPERATE
A D OG G ROOMING B USINESS OUT OF THE H OME LOCATED AT 4850 E VERGREEN L ANE
N ORTH (2020047)
WHEREAS, Katie Pavlik has requested approval of a home occupation license to operate a dog
grooming business out of her home located at 4850 Evergreen Lane North; and
th
WHEREAS, the subject property is legally described as Lot 16, Block 5, Zachary Hills 4 Addition,
Hennepin County, Minnesota; and
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request by Katie Pavlik for a home occupation license
at 4850 Evergreen Lane North, subject to the following findings and conditions:
1. The home occupation license is approved for a dog grooming business in accordance with
the application and plans received by the city on June 22, 2020, and additional information
on June 25, 2020, except as amended by this resolution.
2. Compliance with section 21145 of the zoning ordinance, relating to home occupations.
3. The applicant must meet the following general standards:
a) The home occupation shall be clearly incidental and secondary to the residential use of
the premises, shall not change the residential character of the neighborhood, and shall
not result in a disturbance to the surrounding uses.
b) There shall be no use of equipment that would cause electrical interference to
surrounding properties.
c) There shall not be any exterior storage of equipment or exterior signage used in the home
occupation.
d) Less than 25 percent of the gross floor area of the home shall be used for the home
occupation.
e) No person other than those who reside in the home shall be employed on the premises.

4. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
5. The home occupation license is valid for one year from the date of approval. The home
occupation license may be issued for a period of one year after which the license may be
reissued for periods of up to three years each by the Zoning Administrator.
