Pursuant to due call and notice thereof, a regular meeting of
the City Council of the City of Plymouth, XirEisota was held on the
7th day of March , 19 77. The following members were

Councilman Hunt introduced the following Resolution and moved
its adoption
RESOLUTION NO. 77-132
A RESOLUTION REGARDING PASSAGE OF A BILL PERMITTING
ELECTRONIC VOTING SYSTEMS FOR ABSENTEE VOTERS
WHEREAS, the City Council recognizes that the current method of counting
absentee voters requires transfer of voter preferences from a paper ballot
to a punch card by a team of election judges; and
WHEREAS, this procedure has resulted in a delay in announcement of precinct
totals in past elections; and
WHEREAS, in the recent General Election of November 2, 1976, there were
350 absentee ballots cast in the City of Plymouth requiring approximately
4 persons to process during the time period from 10:00 a.m., November 2,
until approximately 2:30 a.m., November 3, the cost of which was $171.96; and
WHEREAS, the City Council and the City Clerk have recognized the need for
greater speed in the tabulation of ballots; and
WHEREAS, the City Council is aware that there currently exists legislation
pending to allow electronic voter systems for absentee voters, known as
House File No. 535; and
WHEREAS, it has been brought to our attention that 30 of the 34 United St .es
which permit the use of the electronic voting systems also permit the use of
absentee punch card systems;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that said City Council does hereby urge the 1976 session of the
Minnesota Legislature o adopt the bill known as House File No. 535.
BE IT FURTHER RESOLVED, that the City Clerk will forward a certified copy
of this resolution to the Chairman of the Senate Election Committee,
Senator Gearty, and,to the Chairman of the Elections Sub -Committee,
Representative Osthoff, and to all local Legislators.
The motion for the adoption of the foregoing Resolution was duly seconded

Whereupon the Resolution was declared duly pass adopted.
