CITY OF PLYMOUTH
Pursuant to due call and notice thereof, a special meeting of the City
Council of the City of Plymouth, Minnesota, was held on the 28th day of
February, , 1977 . The following members were present:

The o owing members were absent: None
Councilman Spaeth introduced the following Resolution and moved
is adoption:
RESOLUTION NO. 77-117
DETERMINING THE NEED FOR THE ISSUANCE OF GENERAL
OBLIGATION PARK IMPROVEMENT BONDS AND CALLING A
SPECIAL ELECTION FOR APRIL 19, 1977
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA,
as follows:
1. The City Council hereby finds and determines that it is in the best
interests of the City and necessary and expedient to develop real
property and improve such property for park purposes by the instal-
lation of utilities and related recreational facilities. The area
to be so developed is known as the Central Park area in the City
(the "Central Park Project").
2. The City Council hereby further determines that it is necessary
to finance a portion of the cost of the Central Park Project by
the issuance and sale of its General Obligation Bonds in an amount
of not to exceed $4,560,000.
3. The proposition for the issuance of said bonds shall be submitted
to the voters of the City at a special election to be held on
Tuesday, April 19, 1977. The election shall be held and conducted
in accordance with the laws of the State of Minnesota relating to
special elections in statutory cities. The precincts, polling
places and jydges for said election shall be those established
for the regular municipal election.
The City Clerk shall cause Notice of Election in the form attached
as Exhibit B to be posted and published as required by law as follows:
Notice of Election shall be published in the official newspaper at
least two weeks prior to the election; the notice together with a
sample ballot shall be posted in each polling place at least ten days
prior to the election; and a sample ballot shall be posted in the
Clerk's office for public inspection at least four days prior to
the election.

5. The polling places for the election shall be those established
by Council Resolution No. 77-115 and are located as follows:

The judges of the election shall be those appointed for the last
municipal election. The polls shall open at 7:00 A.M. and shall
remain open until 8:00 P.M.
6. The City Clerk is authorized and directed to prepare printed ballots
for the election in substantially the following form:

INSTRUCTIONS TO VOTERS: Voters desiring to vote in favor of
the foregoing proposition shall make a cross mark (X) in the
square opposite the word YES. Voters desiring to vote against
the foregoing proposition shall place a cross mark (X) opposite
the word NO.

7. The City Council shall meet in the Council Chambers on Wednesday,
the 20th day of April, 1977, at 7:30 o'clock p.m. to canvass the
results of the election and to declare the results thereof.
The motion for the adoption of the foregoing Resolution was duly seconded by
Councilman Hunt, and upon vote being taken thereon, the following voted in
favor thereof: Mayor Hilde, Councilmen Hunt, Neils, Seibold and Spaeth.
None voted against or abstained. Whereupon the Resolution was declared
duly passed and adopted.

NOTICE IS HERFBY GIVEN that a special election will be held in and for the City
of Plymouth, Hennepin County, Minnesota, on Tuesday, April 19, 1977, at which
the following proposition will be submitted to the voters of the City for their
approval or rejection:
SHALL THE CITY OF PLYMOUTH ISSUE AND SELL ITS GENERAL
OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $4,560,000
