Special Council Meeting
July 28, 2020
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on July 28, 2020.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom.
(Councilmembers Willis and McGregor participated remotely per State Statute 13D.021).
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Development
Director Juetten, Parks and Recreation Director Evans, Recreation Manager Hemp, Human Resources
Manager Kone, Public Works Director Thompson, Public Safety Director Goldstein, and City Clerk
Engdahl.
Human Rights Discussion
Council previously discussed human rights at a special meeting held on May 26. Public Safety Director
Goldstein highlighted additional information received concerning current services provided by City
departments and social service agencies. A considerable amount of discussion was held on a proposed
DEI (diversity, equity, and inclusion) position to be included in the 2021 budget. Council would be
discussing this position as part of the budget discussion at the August 18 budget meeting.
Future Study Sessions
Council cancelled the special meeting on August 17 for the purpose of awarding bids for the Plymouth
Creek Center Expansion and Renovation Project and public hearing on issuing tax abatement bonds for
the project. These items were moved to the August 25 regular Council meeting agenda.
Adiournment
Mayor Wosje adjourned the meeting at 6:30 p.m.
