Pursuant to due call and notice thereof, a regular meeting of
the City Council of the City of Plymouth, Minesota was held on the
7th day of February , 19 77 . The following members were
present: MAyor Hilda. Councilmen Hunt. Neils. Seibold and Spaeth

Councilman Spaeth introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 77-78
APPROVING JOINT POWERS AGREEMENT
WHEREAS, in order to comply with the Federal Water Pollution Control Act
Amendments of 1972 (Public Law 92-500) the Metropolitan Waste Control Commission
must implement a strength charge system, and
WHEREAS, the City of Plymouth has adopted a model ordinance establishing a
strength charge system and also providing for tax lien procedures to guarantee
strength charge payments by those billed,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA: that the Mayor and Manager are authorized to enter into a Joint Powr°s
Agreement providing for the Commission to act on behalf of the City to collect
strength charges directly from individual users and also to act as agent of the
City to certify unpaid strength charges to the County Auditor.
The motion for the adoption of the foregoing Resolution was duly seapmdod
by Councilman Hunt , and upon vote being taken thereon, die
