Special Council Meeting
June 23, 2020
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:43 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on June 23, 2020.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl, Davis, and Prom.
(Councilmember Willis participated remotely per State Statute 13D.021).
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, and City Clerk
Engdahl. (Public Works Director Thompson, Community Development Director Juetten, Public Safety
Director Goldstein, Parks and Recreation Director Evans, Recreation Manager Hemp, Community
Development Coordinator Lupini, and Economic Development Manager Parr participated remotely).
Electronic Billboards
Community Development Lupini discussed the staff report which outlined various options concerning
electronic scoreboards. The majority of the Council supported Option 2 but requested additional
information regarding lease revenue and placement for Option 3. Staff will provide a report.
Set Future Study Sessions
Council scheduled the following special meetings/study sessions:
• July 14 at 5:30 p.m. — discuss purchase of 4710 Holly Lane
• July 23 at 6:00 p.m. —joint meeting with Housing Redevelopment Authority to discuss their
Strategic Plan
• August 4 at 6:00 p.m. — Highway 55/1-494 redevelopment (rescheduled from June 30)
• August 17 at 5:30 p.m. — award bid for Plymouth Creek Center Renovation and Expansion

Mayor Wosje adjourned the meeting at 6:50 p.m.
