C ITY OF P LYMOUTH
R ESOLUTION N O. 2020-219
R ESOLUTION A PPROVING S MALL B USINESS E MERGENCY A SSISTANCE P ROGRAM
WHEREAS, on March 13, 2020, the COVID-19 pandemic outbreak resulted in a declared national state
of emergency; and
WHEREAS, the Governor of Minnesota issued Emergency Executive Order 20-01 declaring a
Peacetime Emergency and Coordinating Minnesota’s Strategy to Protect Minnesotans from COVID-19; and
WHEREAS, the Governor subsequently issued additional Executive Orders to combat the impacts of
COVID-19 within the State of Minnesota, which included closures of schools, bars, restaurants, and other
places of public accommodation, and directed Minnesotans to stay at home (with exceptions for obtaining
necessary supplies, healthcare and similar needs) unless engaged in critical sector work; and
WHEREAS, businesses within the City have been economically impacted by the COVID-19 pandemic
and the Governor’s Emergency Executive Orders in response to the pandemic; and
WHEREAS, the City has received Federal Coronavirus Aid, Relief and Economic Security Act (“CARES
Act’”) aid; and
WHEREAS, the CARES Act assistance may be used to cover necessary expenditures related to the
COVID-19 public health emergency not previously accounted for in the City’s most recently approved budget;
and
WHEREAS, the U.S. Department of Treasury Guidance provides that CARES Act Dollars may be used
to provide economic support specifically for expenditures related to the provision of small business
assistance; and
WHEREAS, the City has determined that a Small Business Emergency Assistance Program is necessary
to remedy the harm caused by the impact of the COVID-19 pandemic and the Governor’s Emergency
Executive Orders in response to the pandemic; and
WHEREAS, the City has authorized staff to coordinate with Hennepin County or contract directly with
a third party nonprofit organization to assist in administering the Plymouth Small Business Emergency
Assistance Program.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the implementation and administration of the Small Business Emergency Assistance
Program is hereby approved.
