R ESOLUTION A UTHORIZING P RELIMINARY D ESIGN, A DVERTISEMENT FOR
B IDS AND APPROVAL OF THE J OINT P OWERS A GREEMENT B ETWEEN
THE C ITY OF P LYMOUTH AND W AYZATA I NDEPENDENT S CHOOL D ISTRICT 284
FOR THE C REEKSIDE H ILLS T RAIL P ROJECT

WHEREAS, the City of Plymouth acquired a trail easement with the Creekside Hills 3 Addition
to create a community and school trail connection for residents; and
WHEREAS, this trail will connect over 370 properties with access to parks, other trail
connections and Wayzata High School; and
WHEREAS, the City and Wayzata Independent School District 284 has been engaging in
discussions to partner in this project due to its key community connection; and
WHEREAS, proposed trail would consist of a 10 foot wide bituminous trail with a 12 foot wide
boardwalk crossing the creek built to Americans with Disabilities Act guidelines; and
WHEREAS, trail would connect Alvarado Lane with the private road on Wayzata Independent
School District 284 property; and
WHEREAS, per the Joint Powers Agreement, the City is responsible for project administration,
oversight and future trail/boardwalk maintenance for structures on City property. Wayzata Independent
School District 284 is responsible for future trail maintenance for structures on school district property.
Additionally, the school district will be responsible for clearing snow on the entire trail segment from
Alvarado Lane North to school district property; and
WHEREAS, the Wayzata Independent School District 284 School Board approved the agreement
on July 13, 2020; and
WHEREAS, this project is included in the 2020 Capital Improvement Program utilizing Park
Dedication Funds. The overall project cost is estimated at $334,000; with the City contributing $294,000
and ISD 284 contributing $40,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the preliminary design and advertisement for bids is authorized and the Joint Powers
Agreement between the City of Plymouth and Wayzata Independent School District 284 for the
Creekside Hills Trail Project is approved.
APPROVED by the City Council on this 28th day of July, 2020.
