CITY OF PLYMOUTH
Pursuant to due call and notice thereof, a relar meeting of
the City Council of the City of Plymouth, Minnesota, was held on the
21st day of June , 19 76 . The following members were
present: Mayor Hilde Councilmen Neils Seibold and Spaeth
The follow ng members were absent: Councilman Hunt
Councilman Spaeth introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 76-339
ENCOURAGING PUBLIC HEARINGS ON THE
CONSUMER COMMUNICATIONS REFORM ACT OF 1976
WHEREAS, the Federal Communications Commission has promulgated rules and
regulations which preempt the jurisdiction of the Minnesota Public
Service Commission with regard to the provision of local, terminal
and station equipment, and
WHEREAS, such preemption could adversely affect the overall costs of Minnesota
intrastate telephone service and may not be in the best interests of
the Minnesota consumers, and
WHEREAS, the Consumer Communications Reform Act of 1976 reaffirms the
prerogative of Congress to study and enunciate the telecommunications
policy of this nation, and
WHEREAS, the importance of efficient and economical local telephone service
is essential to all citizens,
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA encourages public hearings on the "Consumer Communications
Reform Act of 1976" which will serve to review and possibly revise
the national telecommunications policy to the benefit of the consumers
of basic local telephone service in Minnesota.
BE IT FURTHER RESOLVED, that copies of this Resolution be forwarded to
Senators Mondale and Humphrey and Representative Frenzel and to
Governor Anderson.
The motion for the adoption of the foregoing Resolution was duly seconded
by Cminrilman Neils , and upon vote being taken thereon, the

Whereupon the Resolution was declared duly passed and adopted.
