Councilman Hunt introduced the following Resolution and moved
its adoption:
RESOLUTION NO. 76-253
APPROVING SMALL DISPOSAL SYSTEMS LICENSES FOR COOLBROTH-SITTON SEPTIC TANKS
AND SULLIVAN SEPTIC SERVICE, INC.
FOR THE PERIOD MAY 1, 1976 THROUGH APRIL 30, 1977
WHEREAS, applications for Small Disposal System License from Coolbroth-Sitton
Septic Tanks and Sullivan Septic Service, Inc. have been presented to the
City Council for approval, in accordance with Chapter III, Section 6, Plymouth
Code,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that Small Disposal System Licenses be approved for Coolbroth-Sitton
Septic Tanks and Sullivan Septic Service, Inc. for the period May 1, 1976
through April 30, 1977.
The motion for the adoption of the foregoing Resolution was duly seconded
by Councilman Neils , and upon vote being taken thereon, the
following voted in favor Ji- reof: Mayor Hilde, Councilmen Hunt,
Neils, Seibold and Spaeth - t"
The following voted against or abstained: none
Whereupon the Resolution was declared duly passed and adopted.

MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
March 28, 1977
A regular meeting of the Housing arid Rcedevelopment Authority of Plymouth,
Minnesota was held on the 25th day of March, 1977 at 7:00 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members
of the Authority were present: Commissioners Bakke, Neils, Spaeth and Vasiliou.
Chairman Hilde was absent.
There were also present the following members of the City staff: Planner
Dillerud, Associate Planner Dale, Attorney Lefler and Secretary Garrity.
Acting Chairman Spaeth read the call of the meeting. It was moved by
Commissioner Neils, seconded by Commissioner Vasiliou, to approve the minutes
of the February 28, 1977 regular meeting as submitted.
Motion carried, four ayes.
Mr. Dale reviewed the status of the Section 8 Rent Assistance Program
and replied to the Authority's questions.
Mr. Dale reviewed the MHFA Home Improvement Grant Program. Commissioner
Neils suggested that the Authority consider requesting advanced funding from
the Council so that the program might be continued without interruption until
funds from MHFA or CDBG would be available this summer.
It was moved by Commissioner Neils, seconded by Commissioner Vasiliou,
to direct staff to prepare a program of time -related priorities and the
necessary resolution for the HRA to request advanced funding for the program
from the City Council to implement such a time -priority program with a basis
for emergency funding requests directly by the HRA staff to the City Council.
Motion carried, four ayes.
Mr. Dale reviewed the progress of the Rehabilitation Grant Committee.
Councilman Hunt commented on two key factors: 1) in the inspection process
we must use great care so that we don't feel obligated to bring these homes
up to code, and 2) consider waiving the building permit fee for rehabilitation
work done under the grant programs.
It was moved by Commissioner Neils, seconded by Commissioner Bakke, to
request the Rehabilitation Grant Committee of the NRA to formulate policy
guidelines and orientation for the Building Inspection Department regarding
the sensitivity of inspection for housing rehabilitation to assure that a
positive approach results from such inspections rather than a fear or concern
on the part of the potential client.
Motion carried, four ayes.
Mr. Odle reviewed the status of the scattered Sites, Bonus CD Block
Grant Funds.

Mr. Dale reviewed the program for Scattered Sites on City -Owned Property
and replied to the Authority's questions.
It was moved by Commissioner Neils, seconded by Commissioner Bakke, that
the HRA go on record as enthusiastically endorsing staff's efforts to cooperate
with North Hennepin Vo -Tech on a possible scattered -site construction project.
Motion carried, four ayes.
It was moved by Commissioner Bakke, seconded by Commissioner Vasiliou,
to direct staff to initiate talks with the unions to secure their cooperation
in the event North Hennepin Vo -Tech students were to build any scattered -site
housing.
Motion carried, four ayes.
Mr. Dale reviewed the proposed sites for senior citizen housing which would
be near shopping centers. There followed a discussion of the proposed building
sites.
The meeting was adjourned at 8:00 p.m.
